Reply of AIDAEA (HQ) Kolkata
1.Kolkata Assn. vide its letter no. DA/HQ/DFS/06 dt.27.09.06 proposed CGDA to transfer Main Office & BGF staff.

Accordingly OM Pt-I Para-372 has been changed by CGDA on 31.3.08 and 70 staff have been transferred in different parts of the country. 
1. Present CB Pune Branch leaders of PCA (Fys) M.O. were in power of Kolkata Assn. Branch during 1/2006 to 3/2009 and compelled the then Secretary General to issue the said letter dt. 27.09.06 to Hon’ble CGDA to amend para 372. Present AIDAEA Kolkata leaders had no role in this regard but later put agenda in 38JCM to restore 372. Also organised Dharna on 29 & 30 Mar 2010 at PCA Main Office against mass transfer..
2.Kolkata Assn. formulated a ‘Comprehensive Transfer Policy’ which includes many out stations.
2. Proposed 13 zones. Kolkata zone consists Barrackpur, Ishapore, Kalaikunda & Panagarh.

3. A many opposed the above stated anti-staff proposals. We had in power of an elected Kokata Branch Assn. But AIDAEA (HQ)   dissolved our Branch in undemocratic manner and nominated their followers to constitute a fresh Main Office Branch Committee.
3.The then MO Branch dissolved democratically u/r 8 & 10 of the Constitution of AIDAEA (HQ) for gross mis-conduct and major violation of rules viz. propaganda against HQr, non submission of levies, attempt to misguide CGDA  by holding unauthorized National Conference at Kolkata, huge wastage of public money, non submission of accounts to the HQr. assn.,  activities to refrain the Kolkata HQr, Assn. from all JCM forums around the country, not attending the valid democratic platform at Siliguri National Conference etc. Finally, HQr. of Kolkata assn. had no other option but to dissolve the then PCA (Fys) M.O. Branch with prior approval of CEC for survival of AIDAEA (HQ) Kolkata.
4.To save the employees from Kolkata Assn., the architect of mass transfer and to repatriate all we joined Pune Assn. During last 18 months we have been trying to formulate a transfer policy for Kolkata as well as to repatriate all transferee. We have repatriated 9 individuals on Extreme Medical Ground despite opposition of Kolkata Association.
5. Pune Suprimo proposed decentralization of M.O. Kolkata in 38 JCM to CGDA which increased transfer possibility more. CB Pune has failed to formulate a Transfer Policy in 18 months! Are they really serious about staff transfer or its a crocodile's tear. Medical Ground cases took one and half year for repatriation! Is it not a matter of failure? 
i. We took participation in all forums to protest NPS.
i.Not a single participation by CB Puna PCA (Fys) M.O. Branch in any National level program against NPS.
ii. MTS to Clerk & Clerk to Auditor promotion
ii. Kolkata assn. placed the agenda in 38 JCM at CGDA level. The matter awaited for DOPT reply.
iii. MTS who did not appear exam. We arranged for  a Special Examination.
iii. . Kolkata assn. placed the agenda in 40 JCM at CGDA level. 
iv. Clerk to Auditor promotion after 5 years.
iv. Kolkata assn. placed the agenda in 38 JCM at CGDA level. The matter awaited for DOPT reply.
v. Auditor stepping up & 18750 for AAO
v. Matter not so positive. Required JAC pursuation.
vi. Submitted a Transfer Policy to restrict transfer in Kolkata jurisdiction.
vi. CGDA turned down the Pune agenda & asked to submit a Comprehensive Transfer policy which contains common solution of all DAD offices.
vii. Ministry rejected Grade pay proposal of Auditor 4200 & SA 4600. Our central committee decided court appeal.
vii. Less merit in court appeal. Required JAC pursuation.
viii. Discussed PCA (Fys) & CGDA for NAC and bring the matter at a positive stage.
Matter pertains to the PCA (Fys). Pune Branch  has no ROC at PCA (Fys) level. Kolkata Assn. pursued the matter since 3 years & almost solved.
ix. Discussed with PCA (Fys) & CGDA to oppose Gate punching system at BGF.
ix. Pune leaders provoked their BGF members  to go for agitation against Entry system  in BGF. But the leaders did  quit when agitated staffs were about to face severe disciplinary action by the Administration. Kolkata assn. intervened on suo-moto and settled the situation after dialogue with CDA (Fys) & CDA (BGF).
x.We solved official problem of PCA (Fys) Main office staff.
x.Pune Assn. has no official platform of ROC at   PCA (Fys) level. How they did solve?
a.We raised protest against compulsory ECS payment.
a.Kolkata assn. got the matter solved by an order of the Hon’ble Court.
b.We compelled Administration to take decision against Election Duties for the sake of staff.
b.Pune leaders performed Election duties obidiently. However, our existing staff data list in the Election Commission required to be changed.
c.We solved staff shortage of Rly/Claims & Pay (O)
c. No ROC of Pune Br. at PCA(Fys) level. How  they did solve?
d. We did Protest against ‘FEAR PSYCHOSIS’ created  by Admin. among the staffs.
d. AIDAEA Kolkata doesn't feel any fear psychosis among the staff in Main Office Kolkata. Office runs smooth by a team work. 
e. Took effective measure to settle pay & allowances of the employees.
e. Pune Assn. has no official platform of ROC at   PCA (Fys) level. How they did solve?
f. Raised awareness against Snatching of staff Rights.
f. Pune Branch in PCA (Fys) M.O. never organized any Rally or Dharna or mass campaign rather preferred to oppose activities of  Kolkata Assn.
