Dear Comrades,
           At the outset I convey my heartiest thanks to all of our dear members for their sincere co-operation which led a grand success of the 59th National Conference of this Association at Ordnance Factory Estate, Ambajhari, Nagpur on 17th & 18th January, 2013.  Com. S. K. Vyas was unable to attend our National Conference  at Nagpur as chief guest due to his acute sickness. On behalf of Vyas Ji, Com. M. S. Raja, Secretary of the Confederation inaugurated the Opening Session. Com. Vrigu Bhattacharya of JAC (APEX) level leader has also attended the prestigious Conference. Both have stressed on accelerating our agitation program to achieve our common demands of the Central Govt. employees. They also made appeal to participate in the Nationwide Strike on 20th & 21st & February, 2013.
Com. S.P. Aich, Ex-Secretary General of this Association inaugurated the Delegate Session. He suggested the leaders to continue agitation in uncompromised manner and be ready to face all the consequences with courage till achieving the goal for the greater interest of the staff members of DAD.
Most of the Delegates expressed their feelings to formulate a Comprehensive Transfer Policy on zonal basis. A considerable number of Delegates delivered that AIDAEA (HQ) Kolkata is the only organisation in DAD around the country which fight against the authority in true sense of struggle. Some also intimated that our sister organisation of Pune propagating bluffs and misleading DAD staffs to enhance their membership strength dishonestly. Everyone condemns such activities of the sister organisation when need of the hour is a united movement against the authority. All the leaders attended the conference assured their utmost efforts to enhance the membership strength of the organisation.
The list of Central Executive Committee elected from the 59th National Conference for next two years is appended hereunder for appraisal.

Membership: As you all know that ensuing month of April, 2013 is for enrolling new membership or switching over of membership as per CCS(RSA) Rules, 1993. The circular in this regard will be issued shortly by CGDA. The same may be viewed or downloaded for guidance and ready reference from CGDA’s website.  All are requested to visit the nearby DAD offices frequently and apprise them regarding our ‘Charter of Demands’ which is also now available in our Blog. Zonal leaders should make their team to visit various stations to enhance Membership strength. Specially, leaders of the Executive Committee of our Branch Units are requested to be more active & dynamic to enhance the membership of AIDAEA (HQ) Kolkata in the month of April, 2013.

Formulation of Comprehensive Transfer Policy:  This Association has been trying to frame out a Comprehensive Transfer Policy in DAD for last ten years. Proposal for a Draft Transfer Policy on zonal basis has been placed by this Association to the CGDA time and again. But the same could not be materialised till date due to administrative constraint owing to diversity in both functional and location of DAD offices around the country. In the last JCM meeting Hon’ble CGDA invited ‘Draft Transfer Policy’ from both the Associations by 31.03.2013. We are once again reviewing the policy. Before transacting the issue with CGDA the undersigned desires your opinion and proposal on the subject matter. General Secretaries of all Branch units as well as CEC members may send their proposal on Transfer policy latest by 15th March, 2013.

All India Strike on 20 & 21st February, 2013 : AIDAEA (HQ) Kolkata has already served Notice to the CGDA about our participation in the strike program.The notice alongwith charter of demands have been uploaded in website of this Association. You are requested to visit the website of this Association and bring the same to the notice of general members by holding General Body meet-ing positively and motivate for participation in the Strike.

JCM III Council at the level of CGDA:  Meeting of JCM III Council at the level of CGDA is now very irregular. Only one meeting had been held during last year. The matter has been brought to the notice of the Chairman with a request for holding the meetings in regular manner. However, the 42nd Main Meeting of the said council has been convened on 29th January, 2013 under the chairmanship of Hon’ble CGDA. The issues were i) Relaxation of age to appear examination for promotion of MTS, ii) Fixing of reserved quota in DAD accommodation for physically handicapped employees iii) Promotion of Record Clerk to Clerk on priority basis, iv) More accommodation at Mumbai for DAD employees v) Promotion of Clerks to the grade of Auditor after completion of 5 yrs. service, vi) Supply of brief Case to the Staff members drawing Grade Pay Rs.4600/- and above vii) Extension of CSD canteen facility to the retired DAD employees viii) Conversion of Home Town LTC to visit J&K and NER in r/o those who Home town districts adjacent to their posting stations ix) Irregular recovery of HRA at PCDA(SWC) Jaipur xii) Publication of result of Departmental examination for promotion of MTS to Clerk etc. The agenda have been discussed thoroughly and minutes of the meeting are awaited from HQr. office.  
  
BADGE WEARING PROGRAM:      
On pursuant to the decision taken in 59th National Conference of this Association it has been decided that a Badge wearing program on the following demands will be worn during office hour by each and every member of this Association positively on 22nd March, 2013.
                                                                                                                                                              

BADGE WEARING ON 22.03.2013 IN PURSUANCE OF FOLLWING CHARTER OF DEMANDS:-
v  Implement all arbitration awards including grant of higher pay scale notionally w.e.f. 01-01-1986 and effectively w.e.f. 01-01-2006.
v  Upgrade LDCs by re-designation them as Audit Assistants and following pay sales to different cadres (as stated in Part III of our Charter of Demands)
v  Grant MACP on departmental hierarchy basis.
v  Grant one increment and Grade pay of Rs.4800 from the day of passing SAS examination.
v  Grant three increments on passing Departmental Confirmatory Examination.
v  Step up pay of Senior Promotes who exhausted ACP in the event of junior drawing more pay and getting ACP in compliance with apex court judgment.
v  Lady employees should be exempted from outstation transfer except volunteers.
v  Ensure posting at choice/home station just after completion of tenure fixed for the station.
v  Implement same scale for promotees and direct recruits.
v  Ensure promotion of clerks to the grade of Auditor after completion of five years’ service and Auditor to the grade of Sr. Auditor after completion of three years’ service respectively.
v  Introduce Zonal Transfer Policy up to AAO by formulating comprehensive transfer policy.
v  Grant higher Grade Pay for DEOs.

RESOLUTIONS PASSED IN THE 59TH NATIONAL CONFERENCE 
HELD AT AMBAJHARI FROM 17TH& 18TH JANUARY 2013


Resolution-1 :The UPA-II Govt. is very much keen on implementing the Neo-liberal reforms in this country under the obligation of the US, IMF and the World Bank. Neo-liberal Policies are being implemented by the rulers of many countries over the world resulting unprecedented resentments among the workers everywhere.  These policies and their perilous results have led the working class people in movement like Wall Street Occupation in United States of America, Arab Springs,militant strikes in many countries. Imperialism with its inherent quest for maximising its profits by drowning millions of people into poverty and hunger.Ruling classes will not revert from such anti-people policies and take pro-people measures for their vested interest.  So, it is need of the hour to educate the employee and worker classes to raise awareness among them on the issues and unite them for massive movements.
As such this 59th Conference of AIDAEA is being held at Ambhajari, Nagpur from 17-18th January 2013 noted the glorious development taken place in the history of Indian working class movement, wherein the entirety of All the Trade Unions including INTUC, BMS have come together in fighting the menace of liberalisation policies of the UPA-II Govt .  The 28th Feb2012 All India Strike by the joint platform of all trade Unions and Independent federations of PSU, State Govt Employees and the confederation of CG employees was a great success in comparison to the earlier period.  This 59th Conference also notes the further development that the all the TUS and all the federations including Confederation have decided to carry forward the struggle to higher level to oppose the harmful policy of liberalisation and privatization and for these they will organise all India Strike action for two days i.e 20-21st Feb 2013.  This conference while welcoming this decision of the working class, decides to join and participate in the All India strike action on 20-21st Feb 2013 to strengthen all such United action of the Indian Working Class under the banner of Confederation.
This Conference Congratulates our leadership at various level who are engaged in mobilising employees to the July 26th  2012  token strike on the demand of 15 points Charter of demands including 7th CPC  50% merger of DA etc. at the call of confederation of CG employees.  This conference also resolves to overcome the weaknesses organisationally that have not assessed earlier

Resolution-2 :This 59th Conference of AIDAEA also takes note that several demands of the DAD employees are still not materialised and the authority has not made any response in spite of several efforts made sincerely by this Association.
This 59th Conference of AIDAEA(HQ) Kolkata unanimously resolves for implementation of the following demands that have already been raised in different JCM Fora.
The demands are :-
v  Implement all arbitration awards including grant of higher pay scale notionally w.e.f. 01-01-1986 and effectively w.e.f. 01-01-2006.

As such this conference resolves that all the Branch units of the All India organisation will observe ‘Badge wearing Programme’ on the aforesaid demands in the March 2013.  The exact date will be intimated by the HQrs Association. 

Resolution-3 :Out of the two recognised service associations in Defence Accounts Department headed by CGDA under Min. of Defence, All India Defence Accounts Employees’ Association (HQ), Kolkata is the one that have been representation in JCM Fora since the very inception of JCM scheme.  In 70s and 80s this association represented at National Council (JCM-I) and Departmental Council (JCM-II).  However, the same representation has been denied by the competent authority due to non-formation of federation comprising of both the recognised Associations serving in DAD under Min. of Defence.  Thus, this Association has been stripped of the representational authority at National Level (JCM-I) and Departmental Council (JCM-II), in spite of the fact that this Association qualifies for representation at those Fora in letter and spirit.
As it is not mandatory to join any federation to represent at the Departmental Council (JCM-II) under Min. of Defence and as this Association has the sufficient membership strength required for the entitlement of one seat at JCM-II,  this Association deserves for the allotment of one seat in JCM-II for restoration of staff representational mechanism at JCM as per extent Govt. Orders.This 59th National Conference of AIDAEA Kolkata resolves unanimously to allot one seat in the Departmental Council (JCM-II) for the overall fulfillment of staff aspiration
This 59th National Conference also resolves that more than one Federation, other than CDRA may be allowed to form in JCM Councils consisting of Staff Associations to maintain balance & equality in JCM as there are the existence of three other Federations that are enjoining Trade Union Rights.  Proper Staff representation exclusively from Staff Associations may be ensured if the Ministry rises up to the occasion and allows the same.

Resolution-4 :Many DAD offices attached to the Army Establishments and DPDOs around the country have no minimum infrastructure for DAD staff in the offices. Basic amenities viz. drinking water, toilets, furniture and other essential needs which are supposed to be provided by the Army Unit are either not available or insufficient to run an office. Authority should ensure the minimum working condition of those offices.

       Notice is hereby given that members of All India Defence Accounts Employees’ Association (HQ), Kolkata, an affiliated to the Confederation of Central Government Employees and Workers, will go on two day strike on 20 & 21st February, 2013.  The Charter of Demands in pursuance of which the Confederation has given notice to the Cabinet Secretary for the one day strike action is appended hereunder.

                                         CHARTER OF DEMANDS
                                                        
                                               PART – I

1.      Take concrete measures to contain Price rise.
2.     Take concrete measures for linkage of employment protection with the concession / incentive package offered to the entrepreneurs.
3.     Ensure strict enforcement of all basic labour laws without any exception or exemption and stringent punitive measures for violation of labour laws.
4.     Universal social security covers for the unorganised sector workers without any restriction and creation of a National Social Security Fund with adequate resources in line with the recommendation of NCEUS and Parliamentary Standing Committee on Labour.
5.     Stoppage of disinvestment in Central and State PSUs.
6.     No Contractorisation of work permanent/perennial nature and payment of wages and benefits to the contract workers at the same rate as available to the regular workers of the industry / establishment.
7.     Amendment of Minimum Wages Act to ensure universal coverage irrespective of the schedules and fixation of statutory minimum wage at not less than Rs.10,000/-.
8.     Remove all ceilings on payment and eligibility of Bonus, Provident Fund; Increase the quantum of gratuity.
9.     Assured statutory Pension for all.
10.   Ensure Compulsory registration of trade unions within a  period of 45 days and immediate ratification of the ILO Conventions Nos.87 and 98.
PART – II
11.    Revise the wages of the Central Government employees including Gramin Dak Sewaks with effect from 1.1.2011 and every five years thereafter by setting up the 7th CPC.
12.   Merge DA with Pay for all purposes with effect from 1.1.2011 including for Gramin Dak Sweaks.
13.   Remove restriction imposed on compassionate appointments and the discrimination on such appointments between the Railway workers and other Central Government Employees.
14.   [a] Departmentalise all Gramin Dak Sweaks and grant them all benefits of regular employees; End Bonus discrimination and enhance bonus ceiling to 3500/-; Withdraw open market recruitment in Postman / MTS cadre; Revise cash handling norms; Grant full protection of TRCA; Grant Time Bound Promotion and Medical Reimbursement facility etc.
[b] Regularise the daily rated, contingent, casual workers and introduce a permanent scheme for periodical regularization. Pending regularization, provide them with pro-rata salary at 6th CPC rates.  
15.   (a) Revive the functioning of the JCM. Convene the meeting of the Departmental Councils in all Ministries/Departments. Settle the anomalies raised in the National Anomaly Committee as also in the Departmental Anomaly Committees. Hold National Council meetings as specified in the JCM constitution. (b) Remove the anomalies in the MACP Scheme.(c) Grant recognition to all Associations/Federations, which have complied with the formalities and conditions stipulated in the CCS(RSA) Rules.
16.   Fill up all vacant posts and creates posts n functional requirements.
17.   Stop downsizing outsourcing, contractorization, corporatization and privatization of Government functions.
18.   Stop Price rise; Strengthen the PDS.
19.   (a) Stop the proposal to introduce the productivity linked wage system; (b) discard the performance related pay structure; (c) introduce PLB in all Departments; (d) remove the ceiling on emoluments for bonus computation.
20.   Revise the OTA, Night duty allowance and clothing rates.
21.   Implement all arbitration awards.
22.   Make the right to strike a legal and fundamental right of the Government employees on par with the other section of the working class.
23.   Grant Five promotions to all employees as is provided for in the case of Group-A services.
24.   (a) Withdraw the PFRDA Bill. (b) Rescind the decision to allow FDI in pension sector;(c) Scrap the new contributory pension scheme (d) Extend the existing statutory defined pension scheme to all Central Govt. employees irrespective of their date of entry in Government service.
25.   Vacate all Trade Union victimisation, and more specifically in the Indian Audit and Accounts Department.

  2. Sir, Y less demands, ask more demands. At least a minimum will be cleared. More pressure, I agree. There is a need to set up 7th CPC immediately, and for every five years. In market, the prices are very high at a level of 180% but the DA what we are going to get as on 1.1.2013 is 80% only, that too, no merging of DA with basic after reaching 50percent. The so called leaders of CG employees should be more careful, in the next CPC, atleast.
    In 6th CPC itself the leaders should have rejected the proposal and asked for merging of DA with basic. From 1.1.2011, the 7th CPC should give effect of P&A increase retrospectively.

  3. Dear Comrade, Sometime focus on major demands become shaded by umbra of minor demands. We feel that demands should be numbered by quality not by quantity.
