MEMORANDUM
1. Pay Band and Grade Pay system in 6th CPC invited many anomalies in pay. Several anomalies are not yet been settled so far. No uniform multiplication factor has been applied to all the pay scales. In 7 CPC Basic pay (as on 1.1.2016) may be worked out by multiplying a common factor 3.96 (rounded off to 4) with the 6 CPC Basic Pay. In which average rise of DA as on 1.1.2016, Compensation factor 65% (based on last 10 years’ per capita NNP) be taken into consideration.
2. At lower level the grade pay progress of Rs.100 after completion of 10years which is too less. Proposed Grade pay at PB-1 defined below.
3. Annual increment should be 5% in lieu of 3%. Annual Increment be done in the month of January and July subject to fulfilment of minimum qualifying service of six months.
4.At least 5 MACPs in promotional hierarchy may be given on completion of every 6 year service.
5. MACP up-gradation should be done on next hierarchical post of the department as per Hon’ble Supreme Court order/ Principal Bench CAT New Delhi in many cases.
6. Entry level pay should also be ensured in case of departmental promotes on the same grade to provide justice those who have more departmental experience but getting lower pay than the new
entrants. So, if direct recruitment system exists the entry level pay should be ensured to all departmental promotes as on date of promotion in the grade. Different courts are also issuing verdicts in favour of departmental promotes.

7. Amount of HBA to be given @ 50 times of Basic Pay in conformity with market price and house loan issued by the Private Banks. The same rate was implemented by 5th CPC earlier.
8. Grade Pay equivalent to Rs.4800 for all SAs according to Departmental hierarchy.
9. Merging of Rs.5400 in PB2 and Rs.5400 in PB3 and up-gradation to PB3 in pay scale S-7.
10. PL Bonus may be given on real wages and upper ceiling of 3500 to be withdrawn.
11. DA may be calculated on thebasis of realistic market price rise.
12. HRA be fixed as 40%, 20% and 10% for A, B and C class cities respectively.
13. Transport Allowance should be10% Basic Pay + DA.
14. Abolition of New Pension Scheme and implementation of CCS pension Rule w.e.f. 1.1.2004 to attract talents in Central Govt. Departments.
15. Grant 40% of Pay as Interim relief w.e.f. 1.1.2014 immediately.
16. 100% DA merger with pay to be done as was in 5 CPC w.e.f. 1.1.2014.
17. Washing Allowance and liveries to be provided to all MTS in S-1 pay scale @ 4 times of the existing allowance.
18. Caretaker allowance may be provided @ 10% of the Basic Pay.
19. Leave encashment ceiling to be raised up to 400 days.
20. Encashment of LTC be enhanced up to 90 days in a spell of 15 days in the entire service period.
21. All India LTC be provided twice in a block of 4 years and Home town LTC be provided in every year.
22. A special allowance of 500 per month may be granted to the employees having handicapped and mentally retarded child.
23. Children Education Allowance and Hostel charges be enhanced to 4 times of the existing i.e. 72000 per annum and 12000 per month per child respectively restricted to two children of an
employee.

24. Paternity leave to be raised up to 60 days in order to undertake pre and post natal treatment of employee’s child and spouse.
