In the last ROC Main meeting at JCM IVth level PCA (Fys) Kolkata, it has been discussed among Officials of PCA (Fys) and Staff side of AIDAEA Kolkata to formulate a Factory Command Transfer Policy. It has been proposed by the Official side under chairperson-ship of Mrs. Sanhita Kar, IDAS Hon'ble PCA (Fys) to submit a Transfer Policy of Factory Command on behalf of the organisation to streamline manning of staff into various Branch Accounts Offices of Factory Command. The staff side also proposed the Authority to furnish a Draft Transfer Policy with an object to minimise the inconvenience caused both in office work and individuals due to outstation transfers. No Draft proposal has yet been received either from HQr. or from PCA (Fys) M.O. till date. However owing to extreme gravity of the matter the following Draft Transfer Policy of Fy. Command has been prepared and comments of our members are invited for further interaction with the authority. Opinions of AIDAEA Kolkata members be expedited within 2nd week of June 2013 please.
DRAFT TRANSFER POLICY OF FY. COMMAND
Introduction: AIDAEA (HQ) Kolkata feels extreme necessity of an inter command ‘Factory Transfer Policy’ since
long back. Superannuation of staffs and officers from various Branch
Accounts offices, insufficient recruitments are the factors for which the
authority is compelled to distribute the staffs and officers to meet up minimum
requirement of different Br offices for smooth functioning of the command as a
whole. Decentralization of PCA (Fys) Main Office work has also squeezed the
authorized strength of Main Office Kolkata. On the other hand, authority finds no
alternative but to distribute staffs & Officers from certain offices on the basis of station seniority to
outstations to provide justice to the outstation transferees to repatrtiate their home
station at various regions.
Realities: It is fact that a
considerable number of senior staffs of Factory command didn’t face transfer
from Kolkata or any other else since two decades or more. Now they are in fag
end of their service career and become old in age. At this stage of life out
station transfer of such senior staffs not only enhancing disturbance of their
families but also they are not coming in use to the outstation offices where
they posted. On reality these staffs are taking frequent leaves to visit their
homes. While on duty they are failed to provide minimum output owing to extreme
mental depressive condition and agony. They become idle strength of the newly
posted offices. This is because they are not born tough in service and never got
themselves accustomed to from beginning of their service careers. Though ours is
an all India service but a many have been joined in the Factory Command Accounts
service knowing that outstation transfer possibility is almost nil. Even some
of them might not have joined the Department due to their family conditions, if they had been initially
transferred out. Now at this old age it is quite
impossible to search out another livelihood. Now, they have no option i.e. either accept outstation transfer or go for superannuation. At this age outstation transfer is nothing
but a punishment to them. Moreover such transfers are only enhancing numerical paralyzed
strength of the out station offices where they are posted and increasing government
expenses. But need is to provide effective strength where staff
strength is insufficient. Bulk transfer is also creating extreme pressure on
administration to deal with unwanted persuasions for cancellation of transfer
in each occasion.
In DAD Factory Command accounting is
a special kind of job for which officers are specially educated through SAS
Exam (Factory portion) and staffs are trained in a particular stream to provide
better service in the command. Hence such officers and staffs can only be best
utilized in Factory command only. Drainage of officers and staffs to other
commands and incoming of staffs and officers from other command foiling the
very purpose of the specialized conception.
Solution: Factory Command offices
are stretched all over the country. If manning in Inter command factory is once
brought to the stream line then manning of other regional and functional
commands will also expected to be solved automatically since most of the
commands are functioning on Regional nature.
Division of regions in factory command
is now extremely needed to extract a solution.
Considering all aspects AIDAEA (HQ)
Kolkata proposes an uniform and realistic ‘Factory Command Transfer Policy’ as
under.

Posting of
staffs:
1.
Staffs
may be rotated on extreme need basis in the regional offices mentioned in
column-2 to normalise functioning of all Branch AOs. Utmost effort should be given to avoid unwilling transfers in any region.
2.
Vacancy
in Branch AOs of any region due to superannuation or any other reasons may be
communicated periodically to PCA (Fys) in advance for manning the respective
Branch AOs.
3.
Factory
command staffs and officers should be given priority for repatriation to their home/choice
regions.
4.
Certain
% of vacancy in different regions mentioned in column-2 be left for posting of
staffs and officers from other outstation commands and be communicated to HQr.
periodically in advance.
5.
Effort
should be given to retain the present staffs undisturbed for smooth functioning
of the offices.
6.
Exemption
may be given on Medical Ground as detailed in Para 375 of OM Pt.II vol-I.
7.
Inter-regional
hard Tenure station posting be fixed for 2 years.
8.
Transfer
of Lady Employees may be avoided as far as possible.
9. Service Associations' office
bearers and JCM members be exempted as per JCM norms.
10. Posted strength in any Branch office (say A) may be calculated on the ratio of Total staff strength in the Factory command
periodically by the following formula.
