                                        Sub: Irregular Transfer AAO beyond HQr. policy.

Dear Sir,

The undersigned would like to bring your kind notice that a General Transfer Policy upto AAO has been framed at HQr. office after long discussions between Official and Staff sides. The same has been circulated to all PCDAs/CDAs of various command and published in CGDA website.

Further the matter has been discussed in 48^th JCM level III meeting at HQr. and as per decision CGDA vides his letter no. AN/X/10001/2/2015 dated 15.2.16 directed all command HoDs to frame out Intra Command Transfer Policy to suit their specific function and publish the same into their respective website under intimation to HQr. office. The policy has to be framed as per guidelines of the HQr. General Transfer Policy.

So far our knowledge is concern neither such Intra Command Transfer Policy has been framed at your good office under discussion with staff side at your local ROC level nor published in your website. Which is a mandatory norm of the JCM rule of GoI since it’s a major issue.

It is reportedly learnt that some AAOs have been transferred to different offices under your control without having any proper Command Transfer Policy and violating the aforesaid HQr. directive in this regard.

Moreover, the Alert Notice has been served in the month of May 2017 when Academic Session employees’ children has already been started. As per HQr. norms the Alert Notice should have been served well enough before commencement of any Academic session, so that transferees have the opportunity to admit their

children to an outstation. The object of the same is not to disturb study of employees’ children anyway by the process of outstation transfer.

Hence, it is requested to defer all such transfer and adjourn relieving of individuals till framing of your Intra Command Transfer Policy. A copy of HQr. letter dated 15.2.16 is enclosed as ready reference please.
