Outcome of 52nd JCM Steering Committee Meeting held on 18.05.2017

Hon'ble Chairman Sri Sham Dev presided over the meeting. Following are the  selected 11 agendas from AIDAEA Kolkata Association placed for discussion after reviewing many agendas received from various Branches. Other association had 38 agendas those comprises agenda of local ROCs, the agenda discussed earlier in HQr. JCM and disposed, Agenda of National issues etc.

However the Chairman hurriedly started discussion and expressed to finish the proceedings within 1 hour. Means 60 minutes, 49 agenda i.e. 1.2 minutes per agenda to solve out staff welfare and common grievances of DAD employees around the country.

We could discuss hardly 10 minutes. We have not received minutes of the 52nd JCM-III minutes till date. Tomorrow on 29.05.2017 is our Main Meeting under Chairperson-ship of Hon'ble CGDA.  Till date we don't know which are the agendas to discuss with the Chairperson CGDA. However our SCM Agendas were ;-

Agenda-39 - HQr. JCM workshop may be arranged at any convenient date.

Ch'man agreed to convene shortly.

Agenda-40 - PAO Gopalpur has commissioned since more than 2 years but no govt. accommodation is available there till date. Officers and staff are finding extreme difficulties to find a nearby accommodations since house rent is too high and they are only receiving 10% as HRA. Process for govt. accommodation has already been started. But it is a long drawn process. Meanwhile it is urged to make a temporary arrangement by bulk renting of accommodation officially so that officers and staff get accommodation on moderate rent.

Ch'man directed officials to pursue the matter with CDA (Patna) office so that he takes initiative to pursue the concerned MES authority to expedite construction of Govt. accommodations and to explore possibility of temporary bulk renting for DAD employees.

Agenda-41 - Provision of Unit Run Canteen (wet) at Gopalpur may kindly be arranged at an earliest.

CDA Patna will be directed to arrange URC shortly.

Agenda-42 - Of late this organisation getting reports that different HODs viz PCDA (CC) Lucknow, CDA Patna are distributing sensitive assignments as per choice, violating HQr. Guidelines exhibited in transfer policy. Since it is a major issue the matter to be discussed with the staff association as per JCM norms. It is urged upon to issue directives to settle the matter command-wise.

Neither could be discussed in details and no specific decision arrived of due to paucity of time of the Official side.

Agenda - 43 - DAD is facing acute staff shortage. On the other-hand some compassionate appointments are rejected. Review of the compassionate appointments may be done considering applicant's liabilities.

Chairman assured to review.

Agenda - 44 - CGDA should be empowered to recruit against CGL allotted and refused vacancies in different region. If it is not then SSC qualified candidates should be forwarded on the basis of their respective zone.

At this juncture it is a vital issue, but could not be discussed due to paucity of time of the official side.

Agenda - 45  -MTS to Clerk promotion has been executed as per existing roster. It is apparently found some anomalies are there. As a result some MTS are deprived from their promotion. It is urged to amend the roster if any and promote the deprived MTSs. 

Chairman said that presently RR provision says that 10% Departmental passed MTS can be escalated to the post of Clerk. A considerable MTS have already been promoted. Remaining MTSs will be promoted as soon as vacancy arises.The matter could not be discussed in detalis due to paucity of time of the Official side.

Agenda -46 - A large number of Auditors were deprived of promotions due to error in seniority list. However, action has been initiated on our written appeal. It is urged to prepare an error free list so that eligible Auditors are not deprived of SA promotion.

Chairman directed to prepare and publish an error free combined list of Auditors and promote the eligible Auditors to SAs.

Agenda - 47 - In many offices ROCs are not constituted/convened in time. PCDA (CC) Lucknow intentionally delayed ROC 6 months, even after receiving 2/3 rd nomination. On the other-hand our Br. executive viz. President, Secretary and ROC members are ignored to communicate staff inconveniences. It is urged to direct PCDA (CC) to constitute ROC immediately.

A circular in this regard will be issued to PCDAs/CDAs to follow JCM rules strictly.

Agenda - 48 -CDA (EC) command may be explored immediately to provide smooth client service in Eastern region. CDA Patna be escalated to PCDA office. It is urged to incorporate order of repatriation of the individuals who will also complete the prescribed

Agenda - 49 - Repatriation of staffs to their Home/Choice stations strictly on completion of prescribed tenure specified in HQr. Transfer Policy. It is urged to incorporate order of repatriation of the individuals who will also complete the prescribed tenure within ensuing six months.

*After completion of meeting Hon'ble Chairman met with President and Secretary General of AIDAEA (HQ) personally in his office and assured all co-operation within the ambit of Govt. rules.
