Membership Drive 2016-17

Dear friends,
At first I express gratitude on behalf of Kolkata Association to our CEC members, Branch Presidents, General Secretaries and beloved staff members who have been with this organization in crucial days. I think you have realized that AIDAEA Kolkata is such organization in DAD that does not spare its top leadership, if very purpose of staff welfare is neglected. No individual one is indispensable in this organisation. Previous year we lost few memberships in certain areas due to intentional mislead by CB Pune Association to our innocent DAD employees. To enhance their membership they propagated rumour that- Kolkata Association has been dissolved. This is not only their old tactics but unethical activity what they do year after year rather than earning popularity by actual welfare of DAD people. Dear brothers, foundation of 90 year old Kolkata Association are based on Ideology and Honesty. If anything wrong, we do rectify ourselves, Ultimately truth unfolds and DADians come to know the reality. We believe that DADians are very reasonable. They prefer to watch whether leaders are passionate or sincere about solving their issues or not. It’s not that they think that Kolkata Association can solve entire problems in DAD. But they deserve honesty and efficiency in our approach towards Administrator and do expect uncompromising attitude against any deprivation. If solved, okay. If not, why? They deserve a specific and acceptable answer, but not bluffs. So we must work honestly and be particular to communicate valid reason of failure without any tricky reply. 

Organisation: Present AIDAEA (HQ) Kolkata leadership started with a vision to nurture young and talented guys who will pivot the organization in forthcoming days since many senior leaders are in verge of retirement. This is time to handover the relay baton. At this juncture we need to promote talented young leaders. They need to learn efficient administration both in HQr. and Branch level. This won’t be possible if we don’t go through an effective system. Branch leaders should keep regular contact with DAD employees and register their grievances in a systematic manner and transmit HQr. duly through e-mail ID or FAX. This should be a continuous process. AIDAEA HQr. Office executives shall further sort out the issues for discussion in Departmental Council as Agenda. Branch leaders have to be more active and sincere in their Units. They should have the capacity to resolve local issues by their abled leadership rather than referring all minor issues to HQr organisation. They must send their e-mail ID for communication. A total co-ordination is required among HQr. and Branch leaders to obtain effective result.
Friends, 'Association' means a team work. So, we have constituted the following wings in HQr. Executive Office to handle various issues systematically and do needful in proper forum.

I am happy that our HQr. Executive Office leaders are performing association duties well beside their own official duties. This not only makes a good impression among the general members and officers but enrich DAD from which we earn livelihood. Now this is high time to communicate our activities and achievements of the year we past. In JCM the undersigned especially emphasized on repatriation of individuals who completed prescribed tenure and retention on specific ground as per policy. All such cases which came to our notice well in advance in last year had been pursued and got done. Long awaited repatriations from AO Chanda has been done by our repeated correspondence and persuasions. Similarly retentions on specific ground have been considered by our persuasions. It is really difficult for HQr. to repatriate and run all DAD offices simultaneously in extreme paucity of manpower.Out of 1300 fresh recruits after PV, more than 600 left DAD. Besides bulk retirement is going on every month. But HQr. endeavour through DAPB is appreciable. They are sincerely trying to repatriate individuals to their home stations as much as possible on completion of tenure. They are trying to retain individuals wherever possible within the periphery of Transfer Policy adopted in mid-2014. However it is expected that 100% tenure repatriation back log can be cleared within one or two YL. Irregularity on tenure retention in Executive level brought under HQr. notice and a policy adopted so that everyone get justice. We are in the opinion that pain and gain has to be equally shared by everyone when existence of DAD is in stake. Seniority list of the entire DAD posts have almost done and published in CG web on our repeated persuasions. This we feel very much essential for promotion and pay fixation. Compassionate appointments have been expedited by our persuasion. MTS pay anomalies and RC to Clerk promotion are still under discussion since matters have been referred to DoPT. Ex-servicemen pay anomalies are pointed out and expected to be resolved shortly. On our repeated requests to stop outstation transfer of lady employees HQr. assured retention and repatriation of DAD ladies to their choice or home station as much as possible. 
7th CPC issues : AIDAEA (HQ) Kolkata not only sent the proposed DAD scales to 7 CPC in time but met the Chairman 7CPC to establish the proposals. Since outcome of 7 CPC upsets all CG employees so we are participating and holding protest programs by the call of National Joint Council and JCA on the day when all Central Govt. Employees raise their protest around the country. Our sincere protest programs, dharnas, strike participation are not held in isolated manner to befool the DAD employees when 7CPC deprivation is a national and common issue to all Central Govt. employees. We need to shake the Union Government not the Department. To strengthen our position recently we have been tagged with INTUC, the largest workers union in India. Shortly we are expecting a Defence Council seat.

Membership Drive: We have only few days in our hands before membership month April 2016. Membership is identity of leadership. Unfortunately some CEC members are totally inactive. Neither they attend CEC meet, nor do they keep contact with members and HQr. So, such CEC leaders have to be active and reach all major units of DAD offices to enhance membership. They must communicate HQr. activities to the DAD employees by following our blog and fb regularly . If you can't do then make passage for young guys. Idle leadership days are finished in Kolkata Association. Undersigned deserves quality by dint of quantity. All Zonal Secretaries are requested to conduct tour program to visit respective Zonal Branches keeping co-ordination with fellow CEC leaders before membership month. Regions and details are given below. HQr. leaders have also started visit to various branches as per schedule.

I do hope that you would be able to raise Kolkata Association membership to the Top in ensuing membership month.
