48th SCM IIIrd level meeting discussions were held up on the 8th January, 2016 in HQr. between Official side and Representatives of both the DAD Associations in a congenial manner. The meeting was chaired by Hon'ble Jt. CGDA (Admin) Shri Sham Dev. HQr. had positive attitude to sort out various problems of DAD staffs. AIDAEA (HQ) has the following issues and replies of HQr. highlighted below in red colour:-
Agenda 12 - A clear directive to all PCDA/CDA to publish their respective Transfer Policy being strictly followed as per HQr. norms - It is seen that Repatriations/Transfers norms are not followed by various PCsDA/CsDA as per HQr. Transfer Policy. Individuals who have already asked for Inter command choice stations on HQr. directive are transferred to various intra-command under the command policy even in mid academic session, resulting huge discontents among the employees. It is urged to publish Command transfer policy.
Matter referred to 48 Main meeting.
Agenda 13 - MTS who have completed 12/24 years upto 31.8.2008 may be granted ACP benefits as per extant orders - Prior to 1.1.2006 Record clerks were Group C employees. After 6 CPC Peon to RC merged and designated as MTS with Grade Pay 1800. Consequent on merger of four lower scales, the earlier carrier progression earned by Group D employees in S-12 had been ignored. Urged that MTS who have completed 12/24 years upto 31.8.2008 be granted ACP benefits.
Matter is under consideration.
Agenda 14 - As per Arbitrary Awards SAs may be granted equivalent Grade Pay 4600 (instead of 4200) at par with CSS Assistants.Accordingly RRs for SAs not yet prepared.
The matter was highlighted by HQr. in 6CPC. But not accepted. The same has also been brought to the notice of 7CPC.
Agenda 15 - Combined Seniority list of Auditors/SAs not yet prepared as a whole.
AIDAEA (HQ) handed over documents where antedating irregularities occurred due to non availability of a complete and combined seniority list of Auditors. HQr. assured to review the matter.
Agenda 16 - Repairing and renovation work of DAD residential accommodation in Panchwati complex New Delhi.
Chairman intimated that 90 lakhs have already been sanctioned for the purpose. More fund will be allotted in phase by phase.
