AIDAEA
(HQ) Kolkata Comments on 7CPC Recommendations
1 MTS Grade -This staff association deeply feels that most deprived class is PB-I grade employees. 7 CPC recommendations of variable multipliers like PB-4 may be considered for PB-I to give them some justice.
2 RC Grade – Record Clerk Grade may be clubbed with LDC Grade before fixation of pay matrix. In 6th CPC, RC (Group-‘C’) merged with MTS (Group-D). The issue was once challenged and upheld by Hon’ble Chennai HC WP No. 27506-13 of 2013 read with CAT Chennai OA No. 1032-39 dtd 27-11-2012.
3 DEO Grade – Now Data Punching system is obsolete. The post may be clubbed with main stream of Audit functionaries and be redesignated as Audit Assistant/Auditor/Sr. Auditor etc.
4 LDC Grade- The cadre of LDC in DAD may be re-designated as Audit Assistants and be granted the level 4 (Pay Scale of Table 5: Pay Matrix) which is the replacement scale of PB-1 Grade Pay Rs.2400. (Having been same qualification as per recruitment rules of clerks in DAD & Postal Assistant in Postal Department, it is observed that DAD Clerks are drawing Rs. 1900/- Grade Pay but Postal Assistant is drawing Rs. 2400/- Grade Pay. Though nature of work performed by clerk & postal assistant is same in both the departments but the Grade pays are different)
5 Auditor Grade -The analysis and recommendation of the 7th CPC in respect of Auditor (Para 11.62.15 – Chapter dealing with Indian Audit and Accounts Department) is not rational. It is requested to reject the said recommendation. Auditors may kindly be granted the replacement pay scale of PB 2 GP 4200 i.e. level 6 (Pay Scale of Table 5Pay Matrix).
6 Sr. Auditors in DAD who have already given 4600 may be granted Hierarchical pay of 4800 before fixation of pay in 7cpc to avoid further anomalies if Juniors are now paid Hierarchical pay at the same post as per 7cpc recommendation. Court verdicts on some individual cases are also in favour and few are pending.
7 Pay Parity with CSS - Senior Auditor -The 7CPC has adopted the most unscientific method to deal with the pay parity issue with the Assistants of Central Secretariat. Assistants of Central Secretariat have been brought down to level 6 in the Pay Matrix and thus settling the parity claims of others. At the same time the Pay protection is allowed to the Assistants already in the G.P. of Rs.4600. This method adopted to negate the claims of pay parity is not rational. So Pay protection may also be given to Sr. Auditors to hold the spirit of arbitration awards.
8 Assistant Accounts Officer:- It is requested to accept the recommendation of 7 CPC in Para No. 11.12.140 grant of replacement scale of GP 5400 (PB-2) i.e. Pay level 9 in the pay matrix to AAOs on completion of four years’ service and extend it to all AAOs.
9 Accounts Officer:- Grant following replacement Pay scales to Accounts Officer Gr I GP 6600 PB3 level 11 pay scale of Table 5.Pay Matrix.
10 Sr. Accounts Officer- Grant following replacement Pay scales to Senior Accounts Officer GP 7600 PB 3 level 12 pay scale of Table 5.Pay Matrix.
11 Stenographers ;- This particular category of employees are directly involved in higher administrative level functionaries but drawing meager emoluments. They are very much deprived of promotional avenues. As a result new comer Stenographers are switching over to Administrative side by appearing SAS examination. Higher IDAS Officials of DAD can’t work smoothly without proper assistance and dedication of PA/SPAs. They must need to be promoted to higher pay levels in matrix in every 5 years designating Steno Grade-I, II,III, IV….like that.
12 Grant retrospective effect of Entry pay for promotee AAOs/SOs. (As 7th cpc has agreed principally and pay matrix will be calculated accordingly, a group of promottees who have got promotion between 01.09.2008 & 31.12.2015 would be very looser. Non-granting of entry pay notionally or retrospectively will certainly invite anomalies & court cases in future.)
13 Sr. Auditors in DAD who have already given 4600 may be retrospectively given Hierarchical pay of 4800 before fixation of pay matrix in 7cpc to avoid further anomalies and complicacies. As per 7cpc fixation Junior SAs has to be given matrix level equivalent to next Hierarchical pay. In that case Senior will have less pay than junior in the grade.
14 Like other Departments DAD have also Hindi Rajbhasa wings. Hindi Junior Translators are directly recruited through competitive examination. Minimum eligible qualification is Master Degree in Hindi/English. 6CPC Grade Pay is now 4200. Whereas direct Post graduate Teachers or any other posts of the same elgible Qualification are getting 4800. Its urged to fix up their pay matrix levels equivalent to :- 1. Jr. Translator -4800 2. Sr.Translator – 5400 (PB2) 3. Asstt. Officer – 5400 (PB-3).
15 HRA percentage rates should not be lowered if not increased and at least be same as it was in 6th CPC.
16 TPT Allowance and DA should be retained as it was in 6 CPC especially in lower grades.
17 All type of Advances must not be abolished as these are directly beneficial to lower grade employees.

Minimum of Basic pay designed is found reduced from existing Basic Pay+Grade pay.(ii)The fitment formula is also found reduced from earlier 2.86% to 2.57%.Points @(i) and (ii) needs to be examined by Head Quarters Office.In principle we may suggest Head quarters Office to adopt separate pay scales for entire Defence Accounts Department.Regards lakshman2048@gmail.com
ReplyDeleteHQr. can't adopt any pay scale. Pay scales are in conformity of all other Audit Departments in the country having almost same nature of job. We are still stick on to minimum multiplier 2.86.
