Dear Comrade,

Sixtieth National Conference of AIDAEA (HQ) Kolkata has been completed with great enthusiasm in Ichhapur, West Bengal. I convey my heartiest thanks to our beloved leaders and delegates who have attended the conference and made it successful. I am thankful to the leaders of Ichhapur host unit Branches. This conference has proved that young leadership of Bengal is now capable enough to organize a national event efficiently.

The Executive HQr. Office AIDAEA Kolkata attached to PCA (Fys) Main Office is the life line of the organization. When Executive Head of any organization loses his popularity of the base leaderships on which he stood then he should morally accept the reality and keep himself aside. Paper leader has no value if he loses popularity of his near ones. I think AIDAEA(HQ) Kolkata really deserves a qualitative change  and this is high time to boost up young guys in the National forums for forthcoming days. No one of us is indispensable for any post in the organization. AIDAEA (HQ) Kolkata has proved it time and again by changing the face of Suprimo when necessary.

I am happy to let you know that a bunch of young and talented leaders have now come up to the frontline of Kolkata Association after National Conference. They are ready to face all challenges. I have been disappointed to the roll of few senior leaders who are at the fag end of their service and had no vision to nurture the young guys to run the organization in future. We must understand that time has come to transform power to our young talents and share them experience whatever we have learnt. Moreover, we the senior leaders should be mentally prepared to give up our portfolios whenever necessary for greater interest of the organization.

Before the last conference we felt that a good number of CEC leaders are really ready to dedicate them when crucial situation comes into the organization and inspired us to take necessary measure. As soon as they felt something going wrong in Head Quarter Association they not only judged the situation by telephonic conversations but rushed into Kolkata despite all their domestic inconveniences. They came. They judged. They took decision. This is calling a matured and responsible leadership. Sometime we need to observe by person through eyes not by ears. Now I think everyone has understood that intention was to make correction where necessary, not everywhere. 

7th CPC scales submission – We have submitted our proposed DAD scales to the Secretary 7th Central Pay Commission on 28.7.2014. To assess the proposed new Basic Pay as on 1.1.2016 Band Pay and Grade Pay added. Then the sum has been multiplied by 4. However, the proposed DAD scales upto the rank of Sr. AO have been published into our blog on 4.8.2014. A team of AIDAEA (HQ) Kolkata has also met Sri A.K. Mathur, Chairman 7CPC at Kolkata. A power point presentation CD on our proposed DAD scales upto the rank of Sr. AO has been handed over to the Chairman Sri Mathur. The report expected to be submitted by 7 CPC at the end of this year.

Transfer issue – A Comprehensive Transfer Policy in DAD has been adopted in last year after series of discussions between Head Quarter and both the associations. We suggested rotation of staff into the Regional zones, if transfer could not be avoided at all. We stressed on immediate repatriation to home or choice station on completion of tenure. Exemptions on genuine grounds as per policy are ignored in many cases. Repatriations after completion of tenure are not maintained as per commitment. This will discourage staffs to opt or volunteer Hard/Tenure stations in future. Since lady employees are the worst sufferers of outstation transfers so we urged authority to be more flexible to consider their cases.

JCM functioning - Our nominations for IIIrd level JCM forum has been forwarded to the HQr. in time and duly accepted by CGDA. At present JCM seat ratio is 4:4. The 46th Steering Committee Meeting has been held on 18.2.15 and Main meeting is going to be held on 25.3.15. All information is available in our AIDAEA (HQ) site.

Membership Drive - 2015-16 membership month April is forthcoming. CEC and Branch leaders must approach to each and every DAD staff and try to convince them to join AIDAEA (HQ) Kolkata. AIDAEA (HQ) Kolkata activities may be available from our site. CEC and Branch leaders should read out information what we published in our site and transmit the same to the DAD staffs. They should conduct General meetings and campaigns and send report to the HQr. Association.
