PCA(Fys) CB Pune Branch claims and AIDAEA(HQ) Kolkata replies


Dear friends,
Anti-staff policies viz. abolition of posts, outsourcing and decentralization have been started since two and half decades past in Central govt. offices. DAD has not been spared. The then AIDAEA (HQ) Kolkata central leadership rightly presumed that there would be an extreme possibility of outstation transfers in DAD in near future. The reasons behind are – 1) Acute staff deficiency in Branch AOs. 2) Outstation transferees be given chance for their home posting as natural justice 3) Decentralization and automation has reduced scopes of home station posting. To cope up the situation and to reduce the domestic inconveniences caused due to outstation transfer AIDAEA (HQ) leadership had been trying level best to formulate a zonal based Comprehensive Transfer Policy in 2004. Unfortunately, that could not be materialised due to destructive opposition of some senior staff members (presently in CB Pune Branch) of the then Kolkata association branch. However, while discussion over transfer policy was going on, the authority suddenly started outstation transfers of junior employees. Though Kolkata association strongly opposed such unilateral decision but a faction of Main Office Branch leaders were busy on misleading ID entrants and junior staffs of Main office and BGF. Practically those rebellion faction was trying to collapse the HQr. functioning of Kolkata Association. They made many unlawful attempts to capture AIDAEA (HQ) Central Committee by undemocratic process, but failed. The ministry approved the existing leaders of HQr. committee. Then AIDAEA (HQ) central leadership was compelled to expel such branch leaders for anti-organizational activities and dissolved Branch committee under Rule 8 and 10 of HQr. constitution for survival of the All India association of Bengal. The expelled leaders continued to weaken the united harmony and staff power of Kolkata for their own interest. As a result massive outstation transfer started from 2009. CB Pune Branch in PCA Main Office born in 2010 by rebellions on the issue of outstation transfer.
Recently new Transfer Policy has been introduced in DAD. Can we now avert out station transfer? Simply NO. It is worried that repatriation of junior transferees would be prolonged in future.
Now the questions are - Has CB Pune association Branch leadership solved the expectation of rebellion staff members on transfer issue for which they quit the Kolkata Association? Being a staff association is Pune Branch conducting any campaign program or dharna for staff interests on other major issues? No.

Replies of AIDAEA (HQ) Kolkata
1. Outstation transfers may stop after introduction of New Transfer Policy This is an achievement of Pune Assn.
1. Alert notice for 2013-14 outstation transfer has already been served.
2. The Pune association only pursued the matter of Repatriation.
2. Repatriation issue in CG office was first raised by Kolkata assn. in the  41 JCM agenda dated 9.3.12.
3.MTS Exam and promotion issues were only raised by CB Pune association.
3. MTS exam, one time promotion to all, promotion of unqualified MTS etc. are raised by Kolkata assn. in the JCMs  38, 39, 40, 42Main and 43 meetings at CGDA.
4.We could repatriate our colleagues. Kolkata Assn. could not.
4.We could cancel transfer of all individuals on medical ground who approached us and have proper documents. Puna could not cancel such cases but repatriated after 18 months. Colleagues are returning since attained 56 yrs of age.
5. Kolkata assn. cleverly adjourned IV level ROC re-form in PCA (Fys)
5.IV level ROC re-formation adjourned by Chennai High Court stay order dated 25.1.12.
