43rd JCM minutes

Matters discussed in 43rd JCM-IIIrd level  Steering Committee and Main meetings by AIDAEA (HQ) Kolkata at the level of CGDA on 30.5.2013 at New Delhi and 20.6.2013 at Bangalore respectively.

AGENDA-14 * Incomplete roster of SAs/Aud/Clk/MTS in HQr. website be completed.	Data have not been received by HQr. from all field offices till date. Complete list will be circulated on receipt of deficient data.
AGENDA-15 * DoPT/MoD circulars are forwarded to PC & CDAs without having any clarifications which sometime creates confusion and actions delayed.	Chairman directed HQr. to issue circulars with specific examples and clarifications.
AGENDA-16 17 Nos. of work proposals relating Office & Residential accommodation at PAO (ORs) DSC Kannur are awaited long for administrative sanction.	Already in process to obtain sanction from the concerned Ministry.
AGENDA-17 Revocation of financial benefits of ID transferees under ACP & MACP be considered.	Done as per Govt order.
AGENDA-18 a & b Only 91 out of 1283 candidates qualified in SAS Pt-I Exam. In 2013. A special chance be open for the unqualified candidates. SAS Pt-II was held in Nov 2009. The exams be held in every year.	SAS Pt-I exam. schedule would be declared very soon. SAS Pt-II exam. schedule has already been declared.
AGENDA-19 * Reconstitution of JCM councils be done after assessment of actual membership after July as per CCS (RSA) rules 1993.	Assured to examine as per D (JCM) rule.
AGENDA-20 a,b,c Many staffs that have been already completed tenure are waiting to be posted at their choice station. Station seniority transfers are ignored in PCDA (O) Pune. Though same have been followed in other DAD offices. Issue of transfer order before academic session starts.	Tenure completed cases are given care  while preparing HYL. Local transfers at Pune station are in offing. Chairman assured to look after the matter.
AGENDA-21 * No promotion of LDCs who have completed 12 years.	Under consideration of DoPT. Chairman assured to expedite the matter on assumption of FADS charges.
AGENDA-22 * Departmental statutory canteens are running extreme staff shortage. Necessary recruitment be done.	Recruitment & promotions will be initiated after finalization of Recruitment Rule.
AGENDA-23 ACP not extended to erstwhile Gr-D who have completed 24 years of service during 1.1.06 to 1.9.08.	Concerned circular of Ministry handed over to the staff sides.
AGENDA-24 * Many stepping up of pay in r/o direct recruited Auditors and promotee Auditors	Chairman directed Official side to review the case.
AGENDA-25 Some CDA Jabalpur staffs are in suspension since three years. Suspension order may be revoked.	Action to finalise the case is in hand.
AGENDA-26 LTC advances be paid before 60 days of the commencement of journey.	LTC advances be paid before 60 days of journey commencement.
AGENDA-27 All sub offices should have 5 day week.	Cannot be acceded to.
AGENDA-28 Cadre review below the rank of IDAS officers.	Cadre review of Gr.B & C have already been carried out except restructuring of Hindi posts & stenos.
AGENDA-29 Repatriation tenure in NER delayed on account of their leaves, training period etc. in excess of 15 days, which appears unjustified.	Done as per Govt. order of tenure.
