24TH NATIONAL CONFERENCE OF THE CONFEDERATION OF CENTRAL GOVT. EMPLOYEES AT KOLKATA DURING 4-6TH MAY 2013
The Inaugural session of the 24th National Conference of Confederation of CGE will be held at 4.00PM at Sukanta Mancha, Kolkata 700 054 on 4th May, 2013 after a Rally from Beliagata Post Office to the venue of the conference.
Followed by Subject session on 5th and 6th May, 2013. Following are the issues to be transacted.
1. Confirmation of the minutes of the 23rd Conference held at Delhi in 2009.
2. Presentation, discussion and adoption of:
(a) Report for the period 2009-13;
(b) Accounts for the period 2009-13.
3. Amendment to the Constitution, if any ; (proposal from the delegates must
reach the CHQ before 15.4.2013.
4. Presentation, discussion and adoption of Resolution on Policy and progamme.
5. Consideration and adoption of Resolution on demands (Draft resolution must
reach CHQ by 15.4.2013)
6. Election Of office bearers i.e. Members of the National Secretariat.
7. Appointment of Auditor.
8. Any other matter with the permission of the Chair.
Being an affiliate unit of the Confederation a team of Delegates from AIDAEA (HQ) Kolkata will be attending the Conference.

A Rally of the 24th National Conference of Confederation started at 3.30 Afternoon from Beliaghata Post Office to the venue of conference at Sukanta Mancha Kolkata. Leaders of various Departments put garland to 'Martyr's Column' to commemorate the departed leaders who made valuable contribution towards Central Government Employees' movement around the country. Com. G.P. Dutta, Hon'ble Secretary General put garland on behalf of AIDAEA (HQ) Kolkata. The Program starts with revolutionary chorus songs by cultural wing of CGCC WB Region.

Inaugural Session of 24th National Conference of the CCEGW on 4.5.2013 :-
Com. P. Roy conveyed welcome to all delegates and Confederation leaders present in the 24th NC & asked Com. SS Roy of CGCC to preside over the session. Com. Roy invited Com. Padmanavan to delver speech.
Com. K. Padmanavan, President All India CITU organisation in his speech expressed his anger on the present UPA-2 Government for ignoring legitimate demands of the CG employees. He also pointed out lacuna of the Union Govt. to control prices of various essential commodities. He stressed on strengthening united movement of the CG employees.

Com. Shiv Shankar Roy of CGCC then read out a written message of Com. Sisir Bandyopadhyay, Chairman of the Reception Committee who could not attend the Conference due to his serious ailment. Com. Bandyopadhyay in his written message recalled the historic strike of AIDAEA (HQ) Kolkata in Defence Accounts Department the then Military Accounts Department in the year 1948 which was the first Strike of Central Govt. Employees in the country ever initiated in the city of Kolkata by AIDAEA (HQ).
Subject session started at 10-30 morning on 5.5.2013 :-
The session starts with revolutionary songs by cultural wing of CGCC West Bengal Region. Com. Sukamal Sen, Vice President, All India State Govt. Employees organisation and Member of World labour Federation inaugurated the session and expressed satisfaction over the movement of Central Govt. employees in extreme adverse situation under leadership of the Confederation despite reduction of a large number of Central Govt Employees. Regular employment are denied by engagement of contract labours. He strongly criticizes the present role of UPA-2 Government. Com. Sen suggested to remain on continuous united struggle.
Before going to Delegate speeches on Secetary Report Com. KKN Kutty proposed Com. Parashar and Ravi Nayak in the Minutes Committee. The proposal accepted unanimously.
Com. KKN in his speech explained how global recession took place in United States and other European Countries due to issue of random loans against immovable properties viz. Dwelling Houses, Industries etc. When loan payers stopped payment the Bank mortgaged properties became useless due to buyer crisis. The whole system became collapsed. In our country bulk import is the main barrier to boost economy in the developing and under developed countries.

Hon'ble President, National level Dignitaries and beloved Comrades,
At the outset I convey my Thanks on behalf of AIDAEA (HQ) Kolkata for giving me opportunity in this National platform to deliver our thoughts. I also express my heartfelt gratitude to you all for stepping in the City of Joy. You have taken much pain to attend this meet for a noble cause from different parts of India.
As regard Secretary Report I would like to opine that the Report is excellent and has touch of devotion. Our little suggestion is in future the Report may be precised. The matter related to the problems of Central Govt. Employees of various Departments and the steps taken by the Confederation be given prime importance. Overseas issues be highlighted in a separate chapter since our fight for working class is restricted to our national only. We have limitations and can't solve problems of working classes of other countries.
Now, I would like to highlight problems of our Defence Accounts Department around the country. Our main problem is 'Out Station Transfer'. We are in the opinion that out station transfers do not enhance working output rather lessen performance of an office. It also enhances government expenditures as well as put families of the employees into great trouble. We demand regional bunching of offices in DAD so that people can execute work comfortably from their residence. We seek your help in this regard.
The other problems are decentralisation and downsizing of Offices. In certain states major Central Government offices are either limited or withdrawn gradually. Specially in East and north eastern states. We must strongly oppose decentralisation or downsizing from the national level and raise demands for opening of Central Govt. offices to the regions where such offices are either nil or poor in number.
The last but not least that MTS are very much deprived after 6 CPC. Bunching of four lower scales in Pay Band-I and grade pay difference in each promotion is too little. We should raise voice for them.
We are always with the Confederation to strengthen ourselves. Because, we know that we can't survive alone. We are very much sincere to respond your any program whether it is march to parliament or Strike or Dharna.
