17th Jan, 2013 morning at 10 a large Rally of AIDAEA (HQ) Kolkata
Delegates & Observer Delegates arrived from various Branch units of the DAD
offices around the country reached at Community Hall (Samaj Sadan), Ambajhari,
the venue of the 59th National Conference of AIDAEA (HQ) Kolkata.
Com. Yetendra Choudhary,
Hon’ble President of AIDAEA (HQ) asked Com. G.P. Dutta, Secretary General to
hoist the flag of AIDAEA (HQ) Kolkata. Com. Dutta hoisted the sacred flag of
Kolkata Association. Com. MS Raja & Com. Vrigu Bhattacherjee of JAC (APEX)
committee, Com. SP Aich, Com. PL Gupta, CEC office bearers, members and Branch Leaders
then paid their homages by putting garlands to the Martyrs Column.

Tapan Ganguly, Com. NN Pal, Com. BB Majumdar, AIDEF & JAC Member, Com. RY Sonkusare,
the Convener and Com. Verne along with other dignitaries then took chairs in
the Dias of 59th National Conference at Community Hall. Com. VD
Suryavanshi, the Chief Convener welcomed all the Guests, Invitees and other
dignitaries by flower Bouquets followed by his speech on behalf of the Host
Unit.
Com. Sondeep and Com. Deb Roy read out the
Messages of 59 NC received on the occasion from Ms. Mamata Banerjee, Hon’ble
Chief Minister of WB, Com. Tapan Sen, MP & Gen. Secy. CITU, Com. KKN Kutty,
Secretary General JAC (APEX) CGEW Confederation, Sri Arunava Dutta, IDAS,
Hon’ble CGDA, Smt, Sanhita Kar, IDAS, PCA (Fys), Sri Upendra Sah, IDAS, PCDA
(WC), Smt. Shashi B Srivastava, IDAS, CIA. All the above dignitaries expressed
all success of the 59th National Conference of AIDAEA (HQ)
Kolkata.
Com. S.K. Deb Roy, ASG then requested Hon’ble Guests Com.
MS Raja and Com. Vrigu Bhattacherjee of JAC(APEX) to deliver speech on Central
Govt. Employees’ main stream movement. Both of them stressed on united movement
of Central Govt. employees all over the country.
Com Yetendra
Ji invited Com. SP Aich to deliver speech. Com Aich conveyed good wishes to all
the Delegates and Observers attending the 59th National Conference.
He stressed on un-compromised struggle of Kolkata Association against all
anti-staff measures by the Authority. He also narrated the glorious history of
AIDAEA (HQ) Kolkata struggles towards achievement of Bonus, Secretariat Scale
etc. Leaders should not frighten to mobilise their members on achieving legitimate
rights and demands. There should not be any compromise with the authority on
mass welfare of the DAD staff.
Kum. Sandhya of PCDA
Allahabad said that National Conference of any organisation is a place where we
have the opportunity to interact ourselves on the Departmental issues. She
suggested that each CEC leaders should visit at least five units in a year to
expand the organisation. She expressed her confidence on the SG Report which
includes many International and National issues. She suggested 'We need to educate our fresh
members. Kolkata association has a rich history of struggle. CB Pune Association
is far behind of Kolkata Association in this regard. At least two camps or conventions should
be held in a year around each corner of the country. It is true that we shall be considered active when we the leaders raise our voices. On the other hand we have to keep quiet when we
need to be. I am passionate to our female members. Problem of a lady member can
only be realised by lady leaderships. So lady members should be included in
higher level of leadership. A periodical Journal of AIDAEA Kolkata may be
published for awareness of our staff members'.
Open session ended at 2 PM on
17.1.2013 for lunch break.
Magic show: After lunch break at 3-15 Com. Soumitra
Haldar a Member of the Br. Committee of PCA (Fys) Main Office Kolkata presented
a spectacular Magic show before the Audience. Everyone became spell bound for
fifteen minutes and greeted with applauds to Sri Haldar for his magnificent
presentation.
Delegate Session
Delegate Session started at 4 after
noon. Hon’ble President Yetendra Ji presided over the session and asked to read
out the minutes of the last 58th National Conference held at
Kolkata.
Com.
Sondeep Mukherjee read out the minutes of the last 58th Conference. The
House passed the minutes of 58th National Conference unanimously.
Hon’ble President Com.
Yetendra Choudhary then requested Com. GP Dutta the Secretary General to place
the Secretary Report of the 59th NC which has been distributed to
all the Delegates and Observer Delegates. Com. President also requested Branch
leaders to hand over the credential forms duly filled in. Com. Dutta Secretary General
then read out SG Report and also submitted Statement of Accounts for 2010-11,
2011-12 (upto 31.12.12) with Audit Reports on behalf of Finance Secretary. Both
A/cs have been unanimously accepted by the House.
Com.
Sondeep Mukherjee, Office Secretary then read out Resolutions of the 59th
NC and the Proposed Amendments of AIDAEA (HQ) Kolkata Constitution.
The
President suggested the Delegates to go through the Secretary Report and may
discuss on the next day with prior intimation to the podium and not to repeat
any item which would be delivered once by any other Delegate. President and SG
conveyed thanks to the House and the meeting adjourned for the day at 5-40 PM.
Meeting resumed on the 18th
January 2013, morning at 10.
Com. DR Munshi of JCDA Air Force said fifteen staff had
been given alert notice in his unit and the individuals transferred in every 5
years. HQ may pursue to stop such transfer.
Com. Kamble of AO OF Varangaon said tenure at his
station might be fixed for 3 years in lieu of 2 years. Medical & other facilities
are not properly available for the staff working in his unit. He expressed
confidence over the SG Report.
Com. Tapan Sarkar of AO MSF Ishapore requested to
provide utmost effort to formulate a transfer policy. Section transfers in his
unit are irregular.
Com. Ajoy
Mondal of AO MSF Ishapore said that CB Pune association leaders are misleading
the staff in his unit and propagating false commitments on transfer issue. He
also expressed that retention period of Clerks should be 5 years and Entry Grade Pay should be given
wherever direct recruit post exists. He expressed confidence on the SG Report.
Com. Satish Singh of Lucknow said that we should find out our lapses in the
organisation. A committee should be constructed to handle the staff grievances.
Dedicated leaders and members should be given priority to the leaderships. Membership
subscription should be uniform everywhere. Group insurance may be enhanced up
to Rs. 1000/-. Central leadership should give importance to the departmental
problems more seriously. He assured his level best to enhance membership in his
unit. He opined that NPS to be scrapped. Orientation program may be held
periodically by govt. expenses.
Com. DP Singh of PAO ORs Ranikhet exclaimed that MTS
are not joining in mass to our association and we must take initiative to raise
MTS memberships by solving their grievances. NPS be opposed strongly. A
Comprehensive Transfer Policy in our DAD is a need of the hour. A list of AIDAEA
(HQ) members may be published in a website. New and young members have to be encouraged
in various Branch units. They need to be properly educated for organizational
work. He expressed confidence on SG Report.
Com. Dubey of PCDA CC
Lucknow did hope success of the 59 NC. Young members should be nurtured to
strengthen the organisation. CB Pune association has the only object to oppose
Kolkata association rather than doing something for welfare of the DAD staff. Kolkata
association is only working sincerely for staff members as much as practically
possible. We should find out new ways and means to organize our movements in
the changed situation of the country. All anti-staff policies of authorities
should be resisted boldly and strongly.
Com. KK Chowdhury of
PCDA Allahabad said that his unit possess lion share of membership but expressed
grievance since no leader of his unit representing the presidium. He suggested
that membership subscription may not be enhanced before the ensuing membership
month. He and his members are fully dedicated to the AIDAEA HQ Kolkata. He never
wanted any post but expects justice while distributing seats. He desires to
promote Com. Basir Ahmed to the front level of leadership in his unit. At the
end he expressed confidence on SG Report.
Com. Chinmoy Roy of AO RFI expressed confidence
on the HQr. role at the call of Confederation programs. He
welcomes the proposal for enhancing the HQr. levy and
said outstation transfer should be resisted by a transfer policy. He expects CB
Pune association should be serious about it rather than bluffing the staff
members.
Com. DK Gupta of PCDA Jaipur said that his Office
authority is extremely non-cooperating to the functionary of their Branch
association. They have to conduct Association meetings outside their office
campus. Members are losing confidence over Association. HQ leaders should visit
their unit to boost up confidence to the members. He suggested creating a fund
to provide help to the distressed members.
Com. PK Bhatnagar of PCDA AF Dehradun said that
Association should pursue the issues viz. extension of CGHS facilities, Pay revision in various Accounts Departments,
fixation of pay anomalies in different cadres, adherence of JCM norms by the
authority, parity with Secretariat pay scales, MTS pay scales, MACP settlements,
provision of residential accommodation, pay scale of AAOs etc.
Com. Naveen Verma of PCDA Allahabad said
that CEC should be enriched with good and efficient leaders; Delegate session
should be represented by authorized Delegates. He appraised the leadership
quality of Com. Sandhya.
Com. Ravindran Paleri of DSA Cannanore said
that 29 Auditors and Clerks have got alert memo in his unit. Many of staffs
have joined in his office from other departments to avoid outstation transfer. They
are now frightened due to rapid transfers. A comprehensive transfer policy may be
formulated immediately and Kerala may be considered as a zone for transfer.
Com. Mankad of OF Ambajhari greeted all
leaders and delegates assembled in the conference. He said that Nagpur had been
considering as a static station. Now staffs are facing frequent transfers.
Alert Notice served to the staffs that have completed only 3 years’ service in
Nagpur offices. In Chandrapura 11 quarters out of 49 are occupied by Accounts
Office. Despite that NAC is
required for HRA. In Ambajhari many employees are not getting CGHS benefits. He
expects that the said problems will be solved before the next NC.
Com. YS Kanchwala of PCDA Navy Mumbai urged
more residential accommodation in Mumbai by the Department. Transfer of MTS is
the main reason for shortage of MTS staff in his unit which may be stopped
immediately.
Com. Tarachand of CDA Jabalpur said that
present office accommodation is very poor in his unit. Office Building has not been completed since long and
Recreation club facility is also not available.

Trivedi, VFJ said staff shortage problem is not adhered to by their authority.
OT abolished by EWA and the rate is very poor. HQ should pursue for enhancement
of the EWA rate. He suggested that anyone should not utter the name of CB Pune association. Whatever they
achieved are due to Kolkata association.
Com. BR Ambulkar, OF Ambajhari said that
many of us experienced more than 10 transfers but still they are receiving alert notice. There should have
transparency in the Transfer policy. AIDAEA (HQ) Kolkata should open a website
to update HQr. news. General members are eager to know- what Association is
doing on transfer issue.
Com. Anindasis Nayak of PCA MO said ‘We the
leaders make many commitments in the National Conference but forget after the
meet. Before being a good leader we have to be a good human being. We have many discussions among us and there
may have also some difference of opinions but we should never disclose those
outside rather than finding a solution in a realistic way. It is true that HQ
leaders always had and have to take much initiative to organize any national
event or to co-ordinate any program centrally. Outstation transfer in PCA MO
& BGF during last few years brought a great damage to our membership
strength. But now we are gradually regaining its strength in Kolkata. Many of
the existing CB Pune members of Kolkata have donated a large amount to make
this conference successful. They were somehow believed and took membership of
CB Pune by false assurances on transfer issue but their minds and hearts are tied
with AIDAEA (HQ) Kolkata. MTS are deprived. But I know that lot of persuasions
by our association have been made and also going on with the CGDA level on MTS
issues. We are optimistic to sort out their problems. I urge that Clerk to
Auditor promotion be reduced to 5 years’.
Com. Khire, JCDA AF
Nagpur said that Hindi cadres are neglected. Pay of Hindi translators/Assistants once had been
enhanced but reduced later. An individual made an appeal to the Hon’ble Court
for justice and pay of the individual has been enhanced by court order. But others
are still deprived. He requested to pursue the matter by HQ association.
Com. Pradip Kr. Gupta, DPDO, Kolkata described the
position of MTS issue in details to the House which is under consideration of
the Govt. till date.
Secretary General then replied on various grievances
expressed by the Delegates in the House.
Secretary General handed
over the only sealed envelope received from Shri N. Nandy on 31.12.2012 to the
President. President opened the envelope which contains names of a proposed
panel of CEC members of AIDAEA (HQ) Kolkata for 2013-15. He then declared the
names of new Office Bearers, Members and Auditor who are elected uncontested.
The House accepted unanimously.
The President and Secretary General conveyed their
thanks to the House.
Com. GP Dutta the New Secretary General invited our
ex-leaders Com. NN Pal of AAO Siliguri, Com. Shakuntala Sharma of AO, MTPF
Ambarnath, Com. Charan Singh of CDA (Army) Meerut.
