CLARION CALL FROM THE HELM OF A STAFF ASSOCIATION LEADERSHIP

Since the dawn of industrial Revolution in Europe, the concept of Trade Unions came into being and had its greater and larger ramifications after the Bolshevik Revolution in Soviet Union.  With the gradual expansion and consolidation of Imperialism and Capitalism, the industrial labour Forces, in particular had been subjected to exploitation and injustice to such an extent that erupted not only rifts in the society and also let loose indiscriminate disharmony and confrontation in between the helpless labour and the powerful management or the owners and their agents of the industrial houses.
With the passage of time or more specifically- with the strengthening of socialistic ideas and ethos, the recognition of Trade Unions and Trade Union rights had the universal approval.  Staff-Associations of the white collar employees, be it of the Industrial houses- both belonging to private and public sector and the clerical cadres of the Government, originated in the aftermath of the aforesaid Trade Union Movements.  As time passed on Trade Unions and Staff Associations became complementary one another and finally gathered the potentiality and momentum as the platform of working class people and its movement.
In 1925 at a time when the British empire in India had been facing tremendous jolt from within after the far-reaching economic and potential impact of World War-I, AIDAEA(HQ) Kolkata surfaced with its meager capacity and limited purpose in the then Military Accounts Service of British India.  Like any other organization seeking justice and demanding self-respect and rights, AIDAEA(HQ) Kolkata had its modest beginning when militant associationist movements were a distant cry and when prayers, appeals and negotiations was the only way to approach the authorities.
After the World War-II things started to take reshape and there came down drastic changes in the sub-continent as a whole.  In fact, a sea-change in Labour front took place along with rapid Industrialization in the country which was on the threshold of Independence, the political sovereignty of India and the beginning of a new chapter Indian history.
In the larger sense of consolidation and nourishment of AIDAEA(HQ) Kolkata had its true beginning from this post independent era when (MAD) Military Accounts Department became (DAD) Defence Accounts Department and the Republic of India under the overall guidance of her pro-people Constitution which bestowed democratic rights and aspiration on one and all.  In fact, Trade Union and Associational activities gathered greater momentum in such a Sovereign, Democratic, Secular and Socialistic environment  in India’s post-independence era and gradually transferred into a political force to reckon with.
During the last six decades of its post independent existence, AIDAEA(HQ) Kolkata always rose up to the occasion whenever the Staff-Interest of DAD had been subjected to departmental injustice arising out of discriminatory, whimsical and arbitrary treatment of the administration towards the Staff for the satisfaction of their ulterior and malafide designs.  Through ceaseless and exhaustive associational activities, be in the form of mass deputation, picketing, slogans shouting, open demonstration, pay boycott and meetings besides representation through JCM fora  or otherwise, AIDAEA(HQ) Kolkata has been striving tirelessly to safeguard and protect the rights and privileges bestowed on Government employees as enshrined in out constitution.
Undoubtedly there had been critical moments and crisis in the life of AIDAEA (HQ) Kolkata when inner contradictions arising out of conflicts of interests in between personal ambitions and aspirations and democratic conventions erupted much to the frustration and dismay of the rank and file.  But this is a passing phase of a vibrant organization like AIDAEA(HQ) Kolkata which could easily and spontaneously got the better of such deficiencies and restored the life blood and aura traditionally associated with AIDAEA(HQ), Kolkata.
On the eve of the 59th National Conference I am proud and confident to declare that right now our AIDAEA(HQ) Kolkata has rejuvenated herself with her pristine glory and is well prepared to have a great leap forward.
It must be admitted that AIDAEA(HQ) Kolkata had to participate or organize Strikes in protest against Government policies which are blatant violation of Staff interest and denial of benefits to staff as a whole.  However, it is the conviction of AIDAEA(HQ) Kolkata that the Strike is the last resort on the part of the militant association activities of this Staff Association.  When all the avenues and channels of negotiations and consultations with the authority die down, and when natural justice as ensured by our constitution is trampled down and diluted by an unsympathetic and non-sensitive administration, the staff side cannot but give the Clarian-call of strike against the authority to snatch away the legitimate demands of them. There are more than one occasion when AIDAEA(HQ) Kolkata was compelled to this militant associational stands to rest their legitimate demands from clutches of administration. However, there are failures, errors and shortage of far-sightedness on the part of leadership of AIDAEA(HQ) Kolkata abut it never lacks sincerity, transparency, dedication and integrity.
During my tenure as the Secretary General of this Great Staff Association, I have experienced the hoary tradition of this Staff Association from within and without “ I have also calmly faced grave challenges and evil elements bent upon to demean, degrade and disintegrate out beloved association; I have also come across great, fearless  and dedicated associationists who put everything at stake to overcome the challenges faced by this association and left no stone unturned to restore the lost glory and pedigree of AIDAEA(HQ) Kolkata. The future of AIDAEA(HQ) Kolkata obviously lies on the shoulders of these fearless souls who would definitely sustain the rich tradition and heritage of this institution of excellence for the days to come.

Being one of the members of AIDAEA Kolkata association I feel myself fortunate to associate with welfare services in the DAD family. I can still recall the day I joined in the Department. On that very day I had the opportunity to witness speeches of the then senior leaders of the Kolkata Association. Soon after their campaign,one of the leaders asked me to join Kolkata Association. I did hesitate to assure the associationist about my membership but begged few days to think over it. They gently went away with a little comment ‘we would honor your decision’. After that interaction they never came to me with any further request to join the association. Initially it appears to me a good impression towards Kolkata association. Later, I thought and realised that myself alone may not survive if any justice denied to me ever in any official matter by the administration. So I must join a service association to strengthen myself. Then I became very much eager to join AIDAEA Kolkata Association, since I did not feel activity of any other association in my office except some useless and destructive critics of so called leaders. I could easily identified them by their pretended smiles. Now they are not with the Kolkata Association. However, as a fresher I was little bit shaky since I had just crossed the arena of university and joined the Department. So far I could remember I went to an associationist to convey my assent to join AIDAEA Kolkata. He helped me to have my membership after my one month service. In my thirty years of service, initially I was not so active in various functionary of the association. But, I was regularly participating as listener and viewer of all association programs. After victimization of some senior leaders of Kolkata and superannuation of a good number of high level dedicated leaders, I felt myself that HQr. of Kolkata Association extremely needed sincere services of many young members for its survival. Hence, I actively started my association involvements both in administrative job and campaign programs. Fortunately or unfortunately gradually I have been entrusted the Branch Secretary-Central Committee member-Office Secretary- Asstt. Secretary General and now Addl. Secretary General. Though I always feel comfort to serve my organisation as a general member.

During my long attachment with Secretary Generals I had and have been experiencing and witnessing lot of events. Some of our honourable members deserve instant solution of some burning issues or of their individual problems without providing any minimum and passive support to the association. Minimum support that I mean physical presence at any call of the association, GB meetings, gate meetings etc. But most of the members restrict their dedication by paying annual subscription only. A tree cannot survive by stem only rather needs strong branches, leafs to yield flowers and fruits. Growth of a strong association is not possible without active support of the members. If the members confine themselves only on their self interests and do not devote minimum time for the organisation, how an All India organisation be strong enough and able to solve individual or mass problems?

At least a dozen of active CEC members are needed to run the day to day HQr. association work smoothly. A considerable number of correspondences are required to dispose every day regarding individual grievances, persuasion with the respective administrations, to handle various Branch unit problems and issue of periodical circulars to Branch units around the country. Moreover, sometime instant decision is required to be taken on certain issues to solve immediately on emergent basis. As far as I know that present Secretary General never takes an emergent decision alone. He asks the local CEC members to discuss every pros and cons of any issue before arriving at a decision. In due course he placed the issue in a full  fledged central body meeting  for post-facto approval. I personally don’t think that there having any other alternative method to handle such problems instantly by the HQr. when the situation demands.

Last but not least I would like to mention that an alarming situation has come up to the effect of globalization. Decentralization, raising of work load, outstation transfer and other un-wanted anti staff measures are coming and would continue to come in the near future in all central govt. offices. Our young and dear colleagues, those who have long length of service should sincerely perform dual duties i.e. they need to be more active in daily office job to save the DAD organisation as well as have to play a vital role for strengthening the staff association they belong for combating against  all  anti-staff policies in forthcoming days. To build a strong association please don't keep yourself away from the association for your interest. Make yourself matured to utilize different forums of the association to establish your rights. You also need to be educating yourselves with all government rules and regulations. After all you have to achieve success of your demands under periphery of govt. rules by pens not by mussels. My little experience made me realised that most of the higher authorities are quite reasonable and considerate if we can efficiently and gently put our demands on the table, specifying the concerned govt. rules with analogy and rightly zooming the way of solution.

AT AMBAJHARI NAGPUR ON 17 & 18 JAN 2013

Open Session

On 17th Jan, 2013 morning at 10 a large Rally of AIDAEA (HQ) Kolkata Delegates & Observer Delegates arrived from various Branch units of the DAD offices around the country reached at Community Hall (Samaj Sadan), Ambajhari, the venue of the 59th National Conference of AIDAEA (HQ) Kolkata.

Com. Yetendra Choudhary, Hon’ble President of AIDAEA (HQ) asked Com. G.P. Dutta, Secretary General to hoist the flag of AIDAEA (HQ) Kolkata. Com. Dutta hoisted the sacred flag of Kolkata Association. Com. MS Raja & Com. Vrigu Bhattacherjee of JAC (APEX) committee, Com. SP Aich, Com. PL Gupta, CEC office bearers, members and Branch Leaders then paid their homages by putting garlands to the Martyrs Column.

Com. MS Raja, the Chief Guest, Com. Bhrigu Bhattacherjee, the Special invitee, Com. Y. Choudhary, Com. GP Dutta, Com. SP Aich, Ex-Secretary General, Com. PL Gupta, Ex-President, Com. Tapan Ganguly, Com. NN Pal, Com. BB Majumdar, AIDEF & JAC Member, Com. RY Sonkusare, the Convener and Com. Verne along with other dignitaries then took chairs in the Dias of 59th National Conference at Community Hall. Com. VD Suryavanshi, the Chief Convener welcomed all the Guests, Invitees and other dignitaries by flower Bouquets followed by his speech on behalf of the Host Unit.
Com. Sondeep and Com. Deb Roy read out the Messages of 59 NC received on the occasion from Ms. Mamata Banerjee, Hon’ble Chief Minister of WB, Com. Tapan Sen, MP & Gen. Secy. CITU, Com. KKN Kutty, Secretary General JAC (APEX) CGEW Confederation, Sri Arunava Dutta, IDAS, Hon’ble CGDA, Smt, Sanhita Kar, IDAS, PCA (Fys), Sri Upendra Sah, IDAS, PCDA (WC), Smt. Shashi B Srivastava, IDAS, CIA. All the above dignitaries expressed all success of the 59th National Conference of AIDAEA (HQ) Kolkata. 

Com. S.K. Deb Roy, ASG then requested Hon’ble Guests Com. MS Raja and Com. Vrigu Bhattacherjee of JAC(APEX) to deliver speech on Central Govt. Employees’ main stream movement. Both of them stressed on united movement of Central Govt. employees all over the country. 
Com Yetendra Ji invited Com. SP Aich to deliver speech. Com Aich conveyed good wishes to all the Delegates and Observers attending the 59th National Conference. He stressed on un-compromised struggle of Kolkata Association against all anti-staff measures by the Authority. He also narrated the glorious history of AIDAEA (HQ) Kolkata struggles towards achievement of Bonus, Secretariat Scale etc. Leaders should not frighten to mobilise their members on achieving legitimate rights and demands. There should not be any compromise with the authority on mass welfare of the DAD staff.

Kum. Sandhya of PCDA Allahabad said that National Conference of any organisation is a place where we have the opportunity to interact ourselves on the Departmental issues. She suggested that each CEC leaders should visit at least five units in a year to expand the organisation. She expressed her confidence on the SG Report which includes many International and National issues. She suggested 'We need to educate our fresh members. Kolkata association has a rich history of struggle. CB Pune Association is far behind of Kolkata Association in this regard. At least two camps or conventions should be held in a year around each corner of the country. It is true that we shall be considered active when we the leaders raise our voices. On the other hand we have to keep quiet when we need to be. I am passionate to our female members. Problem of a lady member can only be realised by lady leaderships. So lady members should be included in higher level of leadership. A periodical Journal of AIDAEA Kolkata may be published for awareness of our staff members'.

Open session ended at 2 PM on 17.1.2013 for lunch break.

Magic show: After lunch break at 3-15 Com. Soumitra Haldar a Member of the Br. Committee of PCA (Fys) Main Office Kolkata presented a spectacular Magic show before the Audience. Everyone became spell bound for fifteen minutes and greeted with applauds to Sri Haldar for his magnificent presentation.
                                                                                                                 
                                                                                                               

Delegate Session

Delegate Session started at 4 after noon. Hon’ble President Yetendra Ji presided over the session and asked to read out the minutes of the last 58th National Conference held at Kolkata.

Com. Sondeep Mukherjee read out the minutes of the last 58th Conference. The House passed the minutes of 58th National Conference unanimously.

Hon’ble President Com. Yetendra Choudhary then requested Com. GP Dutta the Secretary General to place the Secretary Report of the 59th NC which has been distributed to all the Delegates and Observer Delegates. Com. President also requested Branch leaders to hand over the credential forms duly filled in. Com. Dutta Secretary General then read out SG Report and also submitted Statement of Accounts for 2010-11, 2011-12 (upto 31.12.12) with Audit Reports on behalf of Finance Secretary. Both A/cs have been unanimously accepted by the House.
Com. Sondeep Mukherjee, Office Secretary then read out Resolutions of the 59th NC and the Proposed Amendments of AIDAEA (HQ) Kolkata Constitution.

The President suggested the Delegates to go through the Secretary Report and may discuss on the next day with prior intimation to the podium and not to repeat any item which would be delivered once by any other Delegate. President and SG conveyed thanks to the House and the meeting adjourned for the day at 5-40 PM.

Meeting resumed on the 18th January 2013, morning at 10.

Com. DR Munshi of JCDA Air Force said fifteen staff had been given alert notice in his unit and the individuals transferred in every 5 years. HQ may pursue to stop such transfer.

Com. Kamble of AO OF Varangaon said tenure at his station might be fixed for 3 years in lieu of 2 years. Medical & other facilities are not properly available for the staff working in his unit. He expressed confidence over the SG Report.

Com. Tapan Sarkar of AO MSF Ishapore requested to provide utmost effort to formulate a transfer policy. Section transfers in his unit are irregular.

Com. Ajoy Mondal of AO MSF Ishapore said that CB Pune association leaders are misleading the staff in his unit and propagating false commitments on transfer issue. He also expressed that retention period of Clerks should be 5 years and Entry Grade Pay should be given wherever direct recruit post exists. He expressed confidence on the SG Report.

Com. Satish Singh of Lucknow said that we should find out our lapses in the organisation. A committee should be constructed to handle the staff grievances. Dedicated leaders and members should be given priority to the leaderships. Membership subscription should be uniform everywhere. Group insurance may be enhanced up to Rs. 1000/-. Central leadership should give importance to the departmental problems more seriously. He assured his level best to enhance membership in his unit. He opined that NPS to be scrapped. Orientation program may be held periodically by govt. expenses.

Com. DP Singh of PAO ORs Ranikhet exclaimed that MTS are not joining in mass to our association and we must take initiative to raise MTS memberships by solving their grievances. NPS be opposed strongly. A Comprehensive Transfer Policy in our DAD is a need of the hour. A list of AIDAEA (HQ) members may be published in a website. New and young members have to be encouraged in various Branch units. They need to be properly educated for organizational work. He expressed confidence on SG Report.

Com. Dubey of PCDA CC Lucknow did hope success of the 59 NC. Young members should be nurtured to strengthen the organisation. CB Pune association has the only object to oppose Kolkata association rather than doing something for welfare of the DAD staff. Kolkata association is only working sincerely for staff members as much as practically possible. We should find out new ways and means to organize our movements in the changed situation of the country. All anti-staff policies of authorities should be resisted boldly and strongly.

Com. KK Chowdhury of PCDA Allahabad said that his unit possess lion share of membership but expressed grievance since no leader of his unit representing the presidium. He suggested that membership subscription may not be enhanced before the ensuing membership month. He and his members are fully dedicated to the AIDAEA HQ Kolkata. He never wanted any post but expects justice while distributing seats. He desires to promote Com. Basir Ahmed to the front level of leadership in his unit. At the end he expressed confidence on SG Report.

Com. Chinmoy Roy of AO RFI expressed confidence on the HQr. role at the call of Confederation programs. He
welcomes the proposal for enhancing the HQr. levy and said outstation transfer should be resisted by a transfer policy. He expects CB Pune association should be serious about it rather than bluffing the staff members.

Com. DK Gupta of PCDA Jaipur said that his Office authority is extremely non-cooperating to the functionary of their Branch association. They have to conduct Association meetings outside their office campus. Members are losing confidence over Association. HQ leaders should visit their unit to boost up confidence to the members. He suggested creating a fund to provide help to the distressed members.

Com. PK Bhatnagar of PCDA AF Dehradun said that Association should pursue the issues viz. extension of CGHS facilities, Pay revision in various Accounts Departments, fixation of pay anomalies in different cadres, adherence of JCM norms by the authority, parity with Secretariat pay scales, MTS pay scales, MACP settlements, provision of residential accommodation, pay scale of AAOs etc.

Com. Naveen Verma of PCDA Allahabad said that CEC should be enriched with good and efficient leaders; Delegate session should be represented by authorized Delegates. He appraised the leadership quality of Com. Sandhya.

Com. Ravindran Paleri of DSA Cannanore said that 29 Auditors and Clerks have got alert memo in his unit. Many of staffs have joined in his office from other departments to avoid outstation transfer. They are now frightened due to rapid transfers. A comprehensive transfer policy may be formulated immediately and Kerala may be considered as a zone for transfer.

Com. Mankad of OF Ambajhari greeted all leaders and delegates assembled in the conference. He said that Nagpur had been considering as a static station. Now staffs are facing frequent transfers. Alert Notice served to the staffs that have completed only 3 years’ service in Nagpur offices. In Chandrapura 11 quarters out of 49 are occupied by Accounts Office. Despite that NAC is required for HRA. In Ambajhari many employees are not getting CGHS benefits. He expects that the said problems will be solved before the next NC.

Com. YS Kanchwala of PCDA Navy Mumbai urged more residential accommodation in Mumbai by the Department. Transfer of MTS is the main reason for shortage of MTS staff in his unit which may be stopped immediately.

Com. Tarachand of CDA Jabalpur said that present office accommodation is very poor in his unit. Office Building has not been completed since long and Recreation club facility is also not available.

Com. KK Trivedi, VFJ said staff shortage problem is not adhered to by their authority. OT abolished by EWA and the rate is very poor. HQ should pursue for enhancement of the EWA rate. He suggested that anyone should not utter the name of CB Pune association. Whatever they achieved are due to Kolkata association.

Com. BR Ambulkar, OF Ambajhari said that many of us experienced more than 10 transfers but still they are receiving alert notice. There should have transparency in the Transfer policy. AIDAEA (HQ) Kolkata should open a website to update HQr. news. General members are eager to know- what Association is doing on transfer issue.

Com. Anindasis Nayak of PCA MO said ‘We the leaders make many commitments in the National Conference but forget after the meet. Before being a good leader we have to be a good human being.  We have many discussions among us and there may have also some difference of opinions but we should never disclose those outside rather than finding a solution in a realistic way. It is true that HQ leaders always had and have to take much initiative to organize any national event or to co-ordinate any program centrally. Outstation transfer in PCA MO & BGF during last few years brought a great damage to our membership strength. But now we are gradually regaining its strength in Kolkata. Many of the existing CB Pune members of Kolkata have donated a large amount to make this conference successful. They were somehow believed and took membership of CB Pune by false assurances on transfer issue but their minds and hearts are tied with AIDAEA (HQ) Kolkata. MTS are deprived. But I know that lot of persuasions by our association have been made and also going on with the CGDA level on MTS issues. We are optimistic to sort out their problems. I urge that Clerk to Auditor promotion be reduced to 5 years’.

Com. Khire, JCDA AF Nagpur said that Hindi cadres are neglected. Pay of Hindi translators/Assistants once had been enhanced but reduced later. An individual made an appeal to the Hon’ble Court for justice and pay of the individual has been enhanced by court order. But others are still deprived. He requested to pursue the matter by HQ association.

Com. Pradip Kr. Gupta, DPDO, Kolkata described the position of MTS issue in details to the House which is under consideration of the Govt. till date. 
Secretary General then replied on various grievances expressed by the Delegates in the House.
Secretary General handed over the only sealed envelope received from Shri N. Nandy on 31.12.2012 to the President. President opened the envelope which contains names of a proposed panel of CEC members of AIDAEA (HQ) Kolkata for 2013-15. He then declared the names of new Office Bearers, Members and Auditor who are elected uncontested.
The House accepted unanimously.

The President and Secretary General conveyed their thanks to the House.
Com. GP Dutta the New Secretary General invited our ex-leaders Com. NN Pal of AAO Siliguri, Com. Shakuntala Sharma of AO, MTPF Ambarnath, Com. Charan Singh of CDA (Army) Meerut.

Hon’ble President, Delegates, Observers,

Wish you all a Happy New Year and express my heartfelt thanks for attending the 59th National Conference of AIDAEA (HQ) Kolkata. I convey my deepest sense of gratitude to the host unit of Nagpur. City of Nagpur has a rich heritage of struggle towards Indian freedom movement against British rule that started nearly three century back under leadership of Peshwa Raghoj iBhonsle. Anglo-Maratha wars, Non Co-operation movement symbolize the courage and sacrifices of Marathas to establish rights of the natives. In sixties Dalit movement of Nagpur was led by Dr. B R Ambedkar.  We do respectfully remind the National martyr and Hero of Nagpur Late Hemant Karkare, a brave Police officer who sacrificed his life in terrorist attack at Mumbai for sake of safety of the Nation.
Fashion and modern civilization has also started journey from this small city. First textile mill of the country was established in this city. Renowned film celebrity Ronit Roy is also hailed from this beautiful city. We are really proud to arrange this prestigious National Meet in this central city of the country.

Obituary
Before coming to any other issues of the report let us pay homage to Com. Madhukar Kashinath Pandhe, an eminent Trade Unionist and CPI (M) leader for his valuable contribution towards the down trodden and the working class people and died on 20.8.11. Our Homage to Pandit Ravi Shankar, The Indian legendary Sitarist and composer died on 12.12.12 in southern California.

With great appreciation we would like to recall the multifaceted activities of Sri I.K. Gujral, Former Prime Minister, Sibsena Suprimo Balasaheb Thackeray, Sri K.C. Pant, Former Defence Minister, Sri Vilas RaoDeshmukh, Former Chief Minister of Maharashtra, Captain Laxmi Saigal, the Freedom Fighter, Pandit Vim Sen Joshi, the Vocalist, Bhupen Hazarika, the Singer and composer, Maqbul Fida Husain, the renowned Artist and Painter. We sincerely pay homage to all the above personalities who rendered their exemplary services to different faculties of life. We also extend our sincerest tribute to the sports personalities- Nawab Mansur Ali Khan Pataudi, Toni Greig, Leslie Claudius, Olympiad S. Manna & for their exceptional contribution to their respective sporting fields. Film legends – Deb Anand, Rajesh Khanna, Shammi Kapoor, A.K. Hangal and Yash Chopra passed away during the period creating irreparable loss to the Indian film Industry.
It is a most shocking that in the intervening period between the 58 & 59 National Conference thousands of people lost their lives, properties due to unprecedented natural calamities. We pay our sincere condolence to their bereaved families.

We also pay homage to all our Hon’ble MEMBERs who passed away untimely while in service during the period and express our deepest sense of condolence to the bereaved families.

Organisation
This august Conference is expected to focus the future guidelines of Kolkata association. Our organisation stands on three main pillars i.e. Honesty, Democracy and true sense of struggle. The 88 year old organisation has a rich tradition of struggle to achieve rights of the DAD employees around the country.
Bonus for all, Extension of retirement age, Secretariat scale etc. are the achievements of our long drawn consistent struggle.
The AIDAEA (HQ) Kolkata always makes ceaseless efforts to work under a democratic environment as far as feasible. Utmost effort is given to nominate our central leadership from every Zone of DAD offices all over the country as far as practicable. However, 1/3rd strength of CEC members are required from Kolkata and its outskirts to execute huge administrative work of the association HQr. This is not only a convention from the inception of the association but an absolute need for smooth running of day to day disposal of correspondences to various DAD offices and our Branches regarding staff grievances, circulation of program, organisational works etc. Moreover, being the HQrs. it is naturally privileged with the prerogative to nominate a sizeable number of CEC members to face the immediate challenges both organizationally and constitutionally, irrespective of leadership acumen and potentiality.
Nevertheless, more vacancies in CEC have been created for our upcoming and efficient leaders around the country by reducing the strength of Kolkata-stationed CEC members. However CEC may be expanded in future to provide more accommodation for outstation efficient leaders.   

I am happy to intimate that now our organisation is enriched with good number of efficient, dynamic, young and educated leaders in both national and Branch level. As you know that an ideal leadership must keep constant touch with the members so that our beloved members feel free to communicate their grievances to our leaders as a valuable member of the AIDAEA family. We may not solve all the problems, but may explain the reason with logic and patience to our members why any problem remains unsolved. Our well educated members certainly realise the limitation of a leadership and the organisation running under the periphery of the government rules. Senior leaders should always co-operate the new leadership for greater interest of the organisation. We must remember ‘Kal khel mey hum rahe na rahe, gardish me tara rahenga sada…’
You are aware that we had been in acute crisis in the late years of the past decade while reforming process of our Central leadership. We even lost representation in JCM levels and could not table the then staff grievances for 2 years through any forum. But honesty, transparency and democracy brought us back to the present position. As a result membership strength has been substantially increased during the period. We have been able to open up new AIDAEA Branch Units in certain offices hitherto barred to us. It is a sorry state of affairs that leadership of our sister organisation AIDAA (CB) Pune is speaking lie everywhere that Kolkata Association has since been defunct and not functioning to enhance their membership cunningly. I would like to inform you convincingly that our organisation is now strong enough and all crises are over. A large number of young and dedicated members and leaders have come up to our fold to strengthen AIDAEA (HQ) Kolkata leadership. They are capable enough to run the HQr. efficiently in the days to come.
It cannot be denied that our leaders are very often victimized, this is because of the fact the we never compromise with the authority on staff welfare issues and fight and press on towards achieving our genuine demands. HQr. leaders never confine themselves within the perimeter of speech but also participate in various National program like March to Parliament, strikes, gate meetings, office campaigns etc. which are part and parcel of our functioning to protest against the deprival.

International situation
Twenty first century has brought a lot of progress in the world of electronics and communication. The world is now at our finger tips. Computer, Laptop, Notepad etc. brought a new dimension in every sphere of our daily life. The e-commerce, e-payment, website, blogs, twitters, e-mail etc. made the communication and transactions easy and faster. But, the majorities of the people especially in the third world countries are still in darkness and have no capability to enjoy these facilities when they are struggling to manage their livelihood since a blind has no effect of light and colour in his life. During the period under review a drastic change has taken place in socio-economic field globally. The global economic crisis since 2007 has mainly originated from European Nations due to reckless lending and uncontrolled economy. Recession, unemployment and outsourcing of job have created political turmoil not only in the developed countries but also affected in the under developed country like us, which further aggravated the condition of working class people. In this acute economic crisis imperialism led by US is trying to shift their burden of crisis to the developing countries.US led developed countries are intensifying military intervention through NATO in west Asia to establish control over Asian region. The world economic situation and prospect 2012 released a note by United Nations that growth rate of 4% during 2010 came down to 2.8% in 2011. It is speculating another risk of recession in coming days. Trade Unions and some NGOs of almost all the nations have been fighting against the neo-liberal economic policies in their respective countries; but it is very difficult to resist such policies wherever ruling government established imperialism and working under pressure of the capitalist economy classes. The imperialist hegemony of the US and former European colonizers have significantly changed many political regimes and developments in developing countries to satisfy the US ambition.
In India the struggle against imperialism, globalization and the anti-people neo-liberal policies are inter-linked. The US led capitalist countries are constantly trying to establish imperialism in third world countries initially by the form of globalization and neo-liberal policies. This 59th Conference of All India Defence Accounts Employees’ Association appeals to all our members to extend their solidarity and support to the struggle against imperialist domination and defend National sovereignty.

National Situation
It has been experienced that during the past decade Union Govt. is recklessly trying to implement pro-rich and neo-liberal economic policies in the name of economic reforms or globalization. As a result poverty is intensifying day by day. Peasants find no way to survive and working class people are on the threshold of starvation. Prices of essential commodities, diesel, LPG, electricity are mounting high. On the other hand the number of millionaires in the country is on the increase. Un-employment is on the sharp rise. The latest NSS data shows that total employment growth rate in India came down to 0.8% during 2005-10 while the same rate was 2.7% during 2000-05. Wealth and assets of big business houses have reached to sky high in past two decades. UPA-II government is putting its best efforts to disinvest core Banking and National Insurance sectors, welcoming FDI. Globalisation requires ‘labour market flexibility’ which ultimately converts a labour to a bonded labour and reduces the rights to Trade Unions. In United States only 7% labour are registered out of total labour force working in the country.
Now let us find out the reason why Union Govt. is trying to disinvest various sectors despite experiencing recession of developed European countries and welcoming FDI, which further destroy the future of small scale industries and retailers of the country. The recession and protest against outsourcing in Western countries have created massive curtailment in our Service & IT sectors resulting reduction of export capital. To balance the export, our import is also required to be reduced to stable the national economy. This is called ‘Current Account Deficit’ control. Higher the CAD rate greater the inflation. Unfortunately the present pro-US Govt. will not stop importing foreign goods because they are on the same boat of economic liberalisation and globalisation. The alternate solution is to put more finance and resources to lessen CAD rate. Since a huge amount of interest is periodically paid towards IMF loan it is not possible to provide mammoth financing at this juncture. Hence foreign investors are invited in various sectors with their laid down conditions. Besides levies on fertilizers, fuels, LPGs etc. are withdrawn to arrange more finance to control CAD rate. In such way National Economy can be controlled for a limited period and not for ever. By this way developing countries are exploited by the US-led foreign investors to establish economic imperialism. The situation can only be permanently solved by boosting national industries, small scale industries and controlling high level of corruption. Later one will be a permanent solution for a healthy economy.
In our country poor economy is the root cause of all the menaces, be they economic, social or otherwise. Our Government miserably fails to provide basic needs of food, shelter and education to all. The utter disparity of wealth and wide gap between the haves and have-nots cause darkness to the society which erupts criminal activities vigorously. The crime incidences of Molestations on women are happening everyday around the country. We are helpless to save our daughters. This House strongly condemns every humiliation committed against any women and children. The wrong-doers must be sentenced by exemplary punishments.

Central Govt. Employees Movement :
The history of revision of the wages of CG employees shows that they have to struggle for wage revision for each occasion. The wage revision in last 6 CPC w.e.f.1.1.06 has lost its relevance with hike of prices of all essential commodities. Hence revision of existing pay structure appointing 7 CPC immediately from 1.1.11 is extremely logical. There are five major factors in support of the demands. Firstly, wage revision in PSUs and other sectors usually take place in every 5 years. But we need to wait for more than a decade for the same. Secondly, the existing pay structure by 6 CPC from 1.1.2006 is not only anomalous but also irrational. There is no logical derivation of fitment benefits. Normally amount of fitment benefit is the difference of revised and pre-revised minimum pay and derived in pre-revised percentage. In 6 CPC only 40% of pre-revised maximum has been given as Grade Pay or fitment benefit. In fact, after 1.1.2013 CG employees will be getting lesser emoluments than that would have got as per 5 CPC wage structure. Thirdly, in 5CPC structure we were awarded merger of 50% DA with Pay to rationalize our pay structure. Unfortunately, 6CPC formula strips of the benefit that we received earlier. So, we had to go for strike on these issues alongwith other demands viz. withdrawal of PFRDA Bill (NPS), withdrawal of bonus ceiling etc. Fourthly- to establish the right to strike. CG employees are compelled to go for strike as last weapon when Govt. failed to honour its commitments to provide minimum facilities for survival of a Govt. employee. Fifthly- withdrawal of restriction to Compassionate Appointments. Purpose of such appointment is to provide support to the bereaved families immediately on humanitarian aspect. Should it be restricted by any means when the ill-fated families need extreme monitory support after passing away of their dear ones?
So, Confederation of CG Employees had to express the grievances by March to Parliament on 26.2.12 followed by one day token strike on 12.12.12 on 15 point Charter of demands. Nearly ten lakhs CG employees including AIDAEA (HQ) Kolkata took part on one day token strike on Dec, 12. Though the demands are common and logical ones for all the CG employees, unfortunately a few sections of employees kept themselves away from such movements. We, the leaders must introspect whether we have any lacuna to make all the employees aware and conscious about the indispensability of the Strike action. Let this 59th NC evolve some guidelines to our leaders on the strength of which  we may achieve 100% participation in such programs in future.  


Departmental Issues:
DAD employees all over the country have grievances in many issues time to time which need to be addressed sincerely and properly in the various level of JCM. HQr Association always pays attention to sort out all grievances of staff members within the periphery of Govt. rules.
During the last tenure we sorted out several issues like Promotion of Canteen employees, conducting of departmental examination for MTS, promotion of MTS to the grade of Clerk, Promotion of Record clerk to Clerk on priority basis, payment of HRA and its arrear to DAD employees who are not residing in govt. accommodation, Repatriation after immediate completion of tenure, long pending Compassionate ground appointments, MACP benefits to DEOs, publication of All India seniority list of Auditors for pay fixation, Duplicate copy of Service Book to the individuals etc.
Besides, some are the issues like stepping up of pay in respect of promoted Auditors and direct recruited Auditors, promotion of Clerks and Auditors after completion of 5yrs. and 3yrs. of service respectively, Pay parity for SO/AAO at par with IA&AD, Repatriation from Non-tenure station at own/state expenses, Retrospective effect for belated promotion, Posting of spouse at same station, Reduction of station tenure for Aruvankadu/Wellington, Regularization of daily wages labour engaged in PCDA(Navy) Mumbai, more DAD accommodation at Mumbai, Extension of CSD Canteen facilities, Fixation of retention period/tenure for Jaipur station are on our priority list of constant effort and persuasion towards its implementation.

Departmental issues are very much related with the present economic policy of the Union Government. The international and national developments are important factors to decide in what way departmental issues would come up and how we are to combat the problems.  So we too are partially dependent upon the mainstream trade union united movement. Vital issues of our staff interests in our department are being ignored by the Central Government. A number of anomaly cases and demands are lying unsolved in DOPT since long. Departmental council and JCM - III at the level of CGDA are not paying proper attention to solve the problems.  So comrades, we have no alternative but to choose a long-drawn agitation program which should be started immediately. 
Decentralization: The Authority thinks that decentralization is essential to meet the needs of the user services promptly.  On many occasions we differ with the authority on policy matters since hardship and distress of the DAD employees are ignored while decentralization of the DAD offices. Defence Accounts always has been upholding a tradition of work culture that never lets down our clients to raise any adverse complaint. We believe that quality of work in DAD cannot be improved until mental and physical condition of the DAD people is properly evaluated. Before decentralization of any office attention should be given to back up with other tasks in compensation for survival of the employees concerned. In fact, the creation of new PCDA, CDA offices in different places are only to provide promotion of IDAS at the cost of transfer of general staff for manning of new offices. Early days DAD was controlled by only 11 Controllers and now those have been increased to more than 40. For example Factory Command was efficiently controlled by one Controller and more than 5000 staff including officers working under the Controller.  Now Factory Command is on the process of decentralization to create higher posts. Hence, decentralization will simply cause abolition of lower posts from an office which later intensify the probability of transfer and unrest among general staff members, Moreover, overloading of jobs, inhuman transfer etc. are squeezing scope of employment in lower posts as well as promotions in certain cadres. 
Compassionate appointments on harness ground are extremely necessary for the bereaved families immediately after passing away of their only earning member of the family. We have strongly opposed the decimation of old cases (more than three years) since the affected families have no lapse in formalities. Some long pending cases of recruitment on compassionate ground has already been materialised by constant negotiation with the authority. Residual cases of compassionate appointments expected to be sorted out shortly.
As regard transfer it is a ground reality that our department has not yet created a comprehensive transfer policy with a pragmatic approach, so that both office and staff will be benefited, despite our unending solicitation through table talks and series of written communications.  We should have a realistic thought to run the DAD offices smoothly. Office interest and staff problem both has to be taken into account while manning in DAD offices. It is experienced that outstation transfer of staff is neither beneficiary to the office nor beneficiary to the staff. Posting of employees to distant stations do not only increase individuals’ personal and his family problem but also deteriorates service quality of the employees concerned who are transferred to outstations. They take frequent leaves to visit their home stations and it further enhances Govt. expenditure to a large extent. These unwanted problems hampered the work of the Department as a whole. People having all India transfer liability serving throughout the country in a complex network of Army, Air Force and Navy need to have a realistic transfer policy with a human face motivating transferees to take up their new assignments after completion of their tenure without any reservation or resentment.  Further, people residing nearer to or in the distant station should not be disturbed at the cost of others.  Unfortunately some HoD still use transfer as their tool to harass staff without having valid reason. 
Our Association has demanded Zonal Transfer, exemption of transfer of lady employees, no transfer beyond 50 years of age, posting at choice station immediately after completion of tenure of hard/tenure station etc. since long. We strongly condemn CGDA’s any change in the existing transfer policy without any consultation with both the Association in JCM forum. The discussions over suggestions/proposals submitted by both the Associations for formulation of transfer policy had been held time to time. The same could not be finalized so far. Our outlook and perception on the subject is clear that the policy should be formulated on the basis of humanitarian angle. We are also sincerely thinking to find a solution in this regard. Our proposed Zonal Transfer Policy can only solve staff deficiency in certain offices as well as staff resentments. Authority should realize that the matter cannot be solved by them alone by ruthless administrative ruling. In this 59th National Conference the AIDAEA may further review the transfer policy on the present context and take a unanimous decision for smooth running of offices and find relief and save employees from their mental agonies.
Of late CG’s attitude and response is positive and realistic to some extent in this regard. Fresh recruits who are being posted far off places outside their home state/zone are being repatriated to the station of their choice after completion of tenure. Utmost effort has been given to post lady employees to their home or choice stations. At this stage we are optimistic to reduce staff grievances on outstation transfer and be able to formulate a comprehensive transfer policy in consultation with the HQr Office.

Membership position:
Lot of irregularities towards exercising Option for Association Membership has been taken place at different offices throughout the country. Unfortunately, the roles of administration in some offices were not impartial. Even administration in some offices indulged in unfair means to help increase membership strength of our sister association and simultaneously hatched plans to reduce AIDAEA membership strength. In many offices guidelines of CGDA in this regard are not maintained properly. Option forms are distributed in a bunch without having any serial number or being registered. This is because of the fact that AIDAEA(HQ) KOLKATA never compromises with the administration and becomes a stooge or yes-man in the hands of administration. It is only the staff interest and welfare of the staff which is be all and end all of its existence.  Despite all these problems we could however increase our membership strength notably in the last year. Membership strength of PCA(Fys) Main Office and BGF has been increasing gradually. Strength also enhanced in Allahabad, Delhi, Meerut, Chandigarh, Nagpur, Chennai etc. As per the latest official information our present membership strength accounts for 6207 – less than 1735 than the membership strength of our sister organization which is bent upon opposing our entry in the offices of PCDA(O) Pune, PCDA(SC) Pune and CDA, Guwahati PCDA, Bangalore by undemocratic means The aforesaid offices account for a sizable number of employees - more or less 4000 in number which wholly belongs to our counterpart and which makes all the difference.

An Employees’ Association must be functioning in a vibrant and dynamic way with definite purpose. It should have the capacity to organize members of different nature and should fight for its members to achieve justice. On the other hand it would be the constant endeavour of the primary members to make themselves aware of the mainstream movement and to spend minimum time when campaign programs are held. The Branch leadership at the base level is the nuclear force of all activities and carries out program under directive of HQr. association. They should have regular contact with the members as well as HQr. association. Efforts should be given to keep regular contacts with the members who are vacillating and lacking confidence towards the organization. They should draw out the latent power of members who have the capacity to enrich our organization. Branch leaders should regularly pass on information on HQr activities as communicated to the grass root members.

Comrades, our 88 year old organization has a glorious history of struggle for achieving our rights in DAD department. The benefits that we are enjoying now are the result of united movement and dedication of our past and present leadership. A section of employees believe that our authority or Govt. provides us certain benefits on suo-moto basis. It is their ignorance or lack of awareness towards the activities of association since they neither participate in any program of the association nor enrich the organization by any other support. Unfortunately they only restrict themselves by criticizing the association/organization. Criticism with sincerity and objectivity is welcome for an organization but criticisms with a malefied purpose never strengthen us and ultimately reduce the resources of the organization. Sadly, this association of ours also undergoes decadence and negativity arising out of unrestricted personal ambitions of a few which get the better of the wellbeing of the organization as a whole. These so called associationists prove themselves to be sheer power- mongers and obsessed with posts and parks. Kolkata association never compromises with injustice, never believes in tricks. We do fight for the employees in true sense. We respond to the main stream programs of Confederation. We physically take part in national program like March to Parliament & strikes for our logical demands.

Lastly I would like to remind you that the Association leadership has no magic-stick so that all our grievances can be solved instantly. The duty of the association is to raise voice on our demands through meetings, rallies and campaigns. Only your active support in response of our call is the basic need to achieve our demands. Unfortunately, a section of people neither join in any meeting nor give passive support to the organisation and restrict themselves to the roll of critic. They become conscious only when they themselves are individually victimized. It is an irony of fate that this set of people dream to reap rich dividend by weakening the association. Practically, this is an absurd phenomenon. One can never be blessed with automatic benefits from an association which has become a victim of their overt or covert opposition day in and day out.  Of late a good number of young members have come forward to uphold the flag of Kolkata association and expand our Branches in every corner of the country. I am very much optimistic that these young members are capable enough to maintain the rich tradition of the Kolkata association in years to come.
